there had been introduced in the house a total of bills and three resolutions and memorials compared with tho the work of the tha fourteenth legis lature the volume of measures I 1 is not 0 so o largo large on the thirtieth day of the preceding session bills had been presented in the lower house and sixteen resolutions and memorials ard received attention there remain only ten days moro more for the offering of bilm bills and it is anticipated that there will be a heavy increase in the daily introductions from now on representative of tofele tooele county submitted his first measure it is bill no 98 and extends the responsibilities of railroads in the fencing off of lands contiguous to railway lines the present statute requires only the fencing of r right of ways and crossings through private lands mr Sto ys bill it amending mending section 1263 1253 laws lawa of 1917 would require the building of fences along railroad trucks tracks whether through private or public lands when commissioners of any county may deem it necessary for the public good F furthermore urther more when cul verts or other openings pass under tracks and are largo large enough to io permit jermit the passage of livestock the openings opening s are not to bo be fenced off but the fence is to be built up tip to and over the cul culvert 1 or opening the house banking committee proposes to make building and loan associations ciati ons subject to the power of the state bank commissioner in the approval of articles of incorporation of such euch organizations the committee to attain this object has introduced bill no which amends section 1105 laws of 1917 and adds section relating to the organization and supervision of building and loan associations tho the bank examiner shall have power to least one fourth of the qualified fled electors the petition must be prepared on or before the first monday in may of any year and must contain and define its boundaries commissioner of the various counties acting jointly will cause the proposition to bo be submitted to the voters of tho the counties con concerned corned at a special election aro are to bo be canvassed by the boards of county commissioners the hollenbeck measure repealing the utilities commission act which was killed in tho the house wednesday because of the lack of two votes was very nearly resuscitated A motion to re con jilder the action of wednesday fail failed d by one vote to obtain the re rc constitutional majority the motion to reconsider the vote was mae made by representative bailey the legality legis lity of the motion attacked by representative callister and other members speaker how eve ruled that the motion was in order because mr balley bailey had voted with tho the majority wednesday the contention was set up that there ancl been no majority the vote having been a tie since the bill was kallod the speaker ruled that opponents of tho the measure constituted the majority on their wish for a
