PROJECT NO. 3-49-0007-05 Sealed bids for improvements to the Escalante Municipal Airport, A.I.P. Project No. 3-49-0007-05, will be received by the City of Escalante at the City Council meeting room in City Hall at Escalante, Utah until June 30, 2009 at 11:00 a.m. MDT and then opened and read aloud. Each bid must be accompanied by a Certified Check or Cashier’s Check in an amount not less than five percent of the total bid made payable to the City of Escalante, or by a Bid Bond in like amount executed by a Surety Company. The Bidder must supply all the information required by the proposal forms and specifications and he/she must bid on all items of every schedule. The City of Escalante reserves the right to waive any informality in or to reject any or all portions of the various bid items. No proposal may be withdrawn for a period of one-hundred twenty (120) days from the opening thereof. All bidders are advised to examine the site to become familiar with all site conditions. The project will be shown to interested bidders on June 23, 2009 at 9:30 a.m., MDT, at the Escalante Municipal Airport. The proposed contract is under and subject to Executive Order 11246 of 24 September 1965, as amended and to the equal opportunity clause and the Standard Federal Equal Employment Opportunity Construction Contract Specifications, including the goals and timetables for minority and female participation. A Certification of Nonsegregated Facilities must be submitted prior to the award of the proposed contract, including any subcontracts in excess of $10,000.00. The proposed contract is subject to the provisions of Department of Transportation Regulations 49 CFR Part 26 (Disadvantaged Business Enterprise Participation). Minimum wage rates as established by the Secretary of Labor are applicable to all schedules awarded for this project. UPAXLP H1N1 UPDATE The World Health Organization (WHO) raised the pandemic threat to level 6 (the highest level). This change does not change our response at the state or local level, and is an indication of global spread, NOT an indication of severity. We still cannot predict the severity of next fall’s influenza season. This action should trigger drug makers to speed up the production of a vaccine, and we can expect to see continued efforts to develop a vaccine and we hope and anticipate that a vaccine may be in place by the fall. At this time, Central Utah Public Health District has 10 confirmed cases – 5 in Millard County and 5 in Sanpete County. Juab, Piute, Sevier, and Wayne Counties do not currently have any confirmed cases. Central Utah Public Health Department (CUPHD) continues to take a proactive stance in regards to the Novel Influenza A H1N1. We continue to work with key community leaders in each of the six-county area we serve, and will continue to do so throughout this pandemic. CUPHD reminds individuals that Novel Influenza A H1N1 (swine flu) is not transmitted by food and that you cannot get it from eating pork products. Symptoms may include fever, body aches, runny nose, sore throat or cough; some patients may also have nausea, vomiting or diarrhea. The UDOH recommends people who have flu symptoms remain home and limit contact with others unless the severity of illness requires medical care. The Utah Department of Health (UDOH) this week adjusted its novel H1N1 influenza virus testing guidelines to include only those patients who are hospitalized as a result of their illness. Surveillance data indicate that approximately 95 percent of influenza activity in the state is due to the novel H1N1 virus. As a result, clinicians should assume any patient who tests positive for influenza A has novel H1N1 infection and may begin treatment without further laboratory confirmation. CUPDH also stresses the importance of the public’s cooperation and participation in preventing an outbreak and offered the following tips: • As is the case with any respiratory illness, people who are sick should stay home from work or school to avoid spreading their infection, • Avoid close contact with people who are coughing or ill, • Cover your cough with your shirt sleeve, • If you are sick, avoid touching your eyes, nose and mouth if possible, • Everyone should wash their hands frequently. A copy of the environmental review is also available for public examination and copying by contacting Jacie Torgersen, Town Clerk, 435-735-4160 FINDING OF NO SIGNIFICANT IMPACT Based on this review, Hatch Town has determined that a request for release of project funds will not significantly affect the quality of the human environment and hence an environmental impact statement will not be undertaken under the National Environmental Policy Act of 1969 (PL91-910). The reasons for the decision not to prepare an environmental impact statement are as follows: A review of the project scope and checklist of environmental conditions indicate there is no likely significant impact upon the environment or human population as a result of this project. PUBLIC COMMENTS ON FINDINGS All interested agencies, groups and persons disagreeing with these decisions are invited to submit written comments for consideration by Hatch Town to CDBG Review Response, Attn: Diane Lamoreaux, Five County AOG, P.O. Box 1550, St. George, UT 84771-1550. Comments must be received on or before July 3, 2009. All comments must clearly specify which decision they object to the Finding of No Significant Impact or the Request for Release of Funds. All comments so received will be considered by grantee prior to its taking any administrative action or requesting release of funds on the date listed immediately above. RELEASE OF FUNDS Hatch Town will undertake the project described above with Block Grant funds from the Utah Division of Housing & Community Development (DHCD) under Title I of the Housing and Community Development Act of 1974. Hatch Town is certifying to DHCD that Mayor Kevin Eldredge, Environmental Certifying Officer, in his official capacity, consents to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision-making, and action; and that these responsibilities have been satisfied. The legal effect of the certification is that upon its approval, Hatch Town, may use the Block Grant funds and DHCD will have satisfied its responsibilities under the National Environmental Policy Act of 1969 and other environmental responsibilities listed in 25 CFR Part 58. OBJECTIONS TO STATE RELEASE OF FUNDS DHCD will accept an objection to its approval of the release of funds and acceptance of the certification only if it is on one of the following bases: (a) that the certification was not in fact executed by the certifying officer or other officer of applicant approved by DHCD or (b) that the applicant=s environmental review record for the project indicated omission of a required decision, finding or step applicable to the project in the environmental review process or (c) another Federal agency has submitted written comments pursuant to section 309 on the Clean Air Act or Section 120(c) of NEPA. Objections must be prepared and submitted in accordance with the required procedures (24 CFR 58) and may be addressed to: Cheryl Brown, Division of Housing and Community Development, 324 South State Street, Suite 500, Salt Lake City, Utah 84111. The Division of Housing and Community Development will not consider objections to the release of funds on bases other than those stated above.
