substitute measure the sub of which he recommended the bill was made the special order tor tuesday at 2 30 the bill recommended by the governor is follows section 1 whenever upon invest gallon by the state or local boards 0 health said boards are of the opinion that any ma ignant con infectious or noxious disease Is epi demic in this state or that the health or sani tary conditions of the state or any part of it are such that any of such diseases are liable to become epidemic in he near future bald boards are hereby authorized and it shall be theli duty to at once make and enforce such rules and regulations and adopt such measures as shall by vaccination or other preventive means protect u tar as possible the inhabitants of the state and every part thereof against the intro or spread of any of said diseases and all sheriffs constables and police officers throughout the state are hereby charged with the duty of carrying out the orders of the said boards of health in the enforcement of said rules and regulations provided that the said boards shall not have the power or authority to exclude from schools unvaccinated children in school districts where smallpox does not exist bee 2 every person who shall violate any of the provisions of the preceding section or any of the roles and regular ons of the bbate or local boards of health made in accordance therewith shall be deemed
