Show CITY COUNCIL the city council met at the regular hour tuesday february 24 and an interesting te session was helu held mayor scott presided the following members responded to roll call parsons Par Pars sous Dus anderson andersen armstrong hall heath pembroke karrick spafford pickard noble aud and Pendle pendleton tOD petition of jost joseph ph warburton asking that tenth east street south be put in a passable committee on streets K R K thomas anti and twenty seven mothr merc merchants merch auto hauts asked that a stone crossing be put down from the northwest corner of commercial street across first south street committee on streets hoyt sherman jr et al asked that an electric light be placed at the intersection of first south anti and thirteenth fast bast streets committee on improvements the p brokers of the city asking that the ordinance pending before the council relating to pawnbroker pawn brokers be amended by striking out the words any member of the police force of the said city of salt lake and inserting in lieu thereof the words upon the written order of the chi f of police committee on municipal laws E H kahler et al of the nineteenth ward represented ted that for the last two months there had been no water in the ditch from which it was customary to receive their supply they asked for prompt relief referred to the J F asked to be allowed to pile buildt building 11 material in front of 41 and ab south Cat west temple street for SP 30 days granted under the usual restrictions harry harra F duke asked for the privilege of piling building material in front of lot 8 plat B block 34 granted H Pern pembroke broke applied for permission to pile building material on corn ner cial street granted jabez birkenhead asked to be appointed deputy committee ou on waterworks water works A NEW POLICEMAN mayor scott reported that he had bad appointed jens P jensen as policeman instead of michael caution cantlon removed committee on police TENTH SOUTH STREET BRIDGE COMPLETED city engineer doremus reported that the bridge across the canal at the intersection of tenth south and first east streets was completed d he also recommended that such grading be done as is necessary to bring the street up to a level with the bridge adopted AND FISH VENDORS MUST GO the committee on license reported adversely on the claims of the right of 0 licensed flan fish and fruit vendors to sell their wares on the streets adopted VARIETY THEATRE LIQUOR LICENSE AGAIN the committee on license reported favorably on the petition of C S ford for a liquor license at 31 south franklin avenue mr hall I 1 cannot see how we can consistently grant this request in the face of all that has occurred in relation to the matter f move that it be laid over aver for one week mayor scott if I 1 understand correctly this is only a renewal of the old application to sell liquor at the variety theatre is it not councilman karrick under a new name yes mr heath under udder the rules the matter must lay jay over by request of two members I 1 second mr hall halls Is motion the matter was laid over FLYNNS PLAT APPROVED the committee on streets recommended that the plat of plynne flynns subdivision be approved adopted THE STREET COMMITTEE REPORT the committee on streets becom 1 mended as follows that the prison force be divided one half working in the morning and the other in the afternoon so that all teams team would put in full time and lesson lessen the expenses of the guards that the report of th the direct estreet supervisor for the year ending december 31 be published in full adopted THE OLD FORT SQUARE the committee on public bublic grounds to whom was referred the ibe proposition of james H bacon to purchase the old port fort square reported as follows your committee on public grounds to whom was referred the petition of james H bacon relative to the purchase from the city of pioneer or sixth ward square for the sum of when miles of railroad shall have been completed west from the city extending into the state of nevada the time for the building being limited to two years recommended that the petition be granted but that the title to and possession of said block remain in and with the city until the miles of road are built and the road operated fr the entire distance that no extensions of the time within which work shall be commenced and completed be granted that the petitioner bind himself to hold the city harmless against all costs in case the right of the city to convey said property should be contested in the courts or otherwise and we recommend that in case this report Is 18 adopted and the petition granted that the city attorney prepare the necessary papers and submit th them em to this council at the next regular meeting mr pickard I 1 move that further action in the matter be deferred for one week mr hall hal promptly I 1 second the motion mr pembroke 1 I am at a loss to understand why the matter should be delayed it seems moms to me the greater importance a matter is the longer it is delayed by this council hearty applause from the spectators A week ago tonight this petition was visually granted but I 1 withdrew my motion out of deference to mr pickard I 1 insist that the matter bo be given immediate a attention mr hall I 1 want time to consider this quest question IOD as I 1 do not believe in too hasty action on such an important matter mr pembroke mr pickard owns private property near the square in question and I 1 understand that that is the chief objection he has to the block being used for depot purposes such a fact alone ought not to be allowed to check a public benefit the city is running no risk whatever the risk is all on the other side I 1 am m surprised that any member of this council should act as an obstructionist mr hall A few months ago this same petitioner asked to lease the old fort square at a nominal rental for a term of years the committee who had the matter in hand reported that the city did not have power to loam lease it if the city has no authority to lease the property it certainly cannot sell it I 1 have it from unquestioned aut authority horty that the agitators and promoters of this railway scheme are the attempted perpetrators of a sharp trick I 1 want them to understand that I 1 will nt not be a party to their misdoings mis doings these fellows understand full well that the city cannot convey this property to them or anyone else for the matter 0 that but they have the audacity to ask ahe the council to agree to jo so and with them re represent resent to the moneyed men of the east that they can get worth of property in this city for that would be obtaining money under false pretenses I 1 repeat I 1 shall not become a party to such an infamous transaction gentlemen if you cannot comprehend the situation now you will do so when the votes are taken from the ballot box at the next election I 1 am called an obstructionist for the course I 1 take I 1 care not for that it has been urged that the property to is in a locality where poor people live and therefore not suitable for park purposes that to is a wrong premise for argument if there are am poor people there as alleged then it goes without saying that a park should be established there in preference to any other locality another argument used in favor of disposing of this property is that it is done to bridge over a financial crisis that is short sighted policy if this thing is permitted there will be those who will want to bridge over a financial crisis every month in the year in large cities of the fast east railroad corporations po rations have to pay dearly for their right of way into municipalities it cost boet the new york central to got get into new york mr pembroke I 1 do not think it is right for mr hall or any other member of this council to traduce the character of a business man like mr bacon mr jowon bacon was permitted to take the floor in his bis own be behalf half he said odd it is the first time that any man has bad the brazen faced audacity to accuse me of being guilty of a crooked trick what he has said is unqualifiedly false sneeringly seeing that mr hall has bag been to now new york mr hall I 1 object to bet being aa insulted by a man who has been allowed to peak by courtesy of this council Coune fl councilman pickard packard warmly mr bacon has insulted and continues to insult me and my friends and I 1 object to him saying another word city attorney merritt ind indignantly mr mayor I 1 ask for the appointment of a committee to frame a rule that will prevent any person who is not a member of the council from addressing this body the spectacle that has been presented here tonight is without pro pre in the history of any legislative body to allow a self important and impecunious outsider to insult and abuse us as we have been vilified tonight is indecent and intolerable tolerable lu this council must also lind understand ersland that it has baa no more right to dispose of that park than I 1 have to barter away the 9 private kv aa te property of another person never V abr in the history of this city has any such property been deeded away for any such purpose as is now proposed if we can sell the old fort square today tomorrow and the day after we can dispose of washington square and liberty park respectively further action in the matter was finally deterred deferred for one week PETITIONS GRANTED the committee on waterworks water works reported arted favorably on the petition of E L craw et eta al for an extension of water mains on third south 8 treet street from first east to a point between second and third east streets also on the petition of 0 woodmansee and A H raleigh and others for an extension of water mains on first west street from first to fourth north streets adopted COMMITTEE ON waterworks WATER WORKS the committee on waterworks water works recommended that the report tf of the superintendent of waterworks water works be printed that the reservoir at the head bead of first south street be cemented that a new reservoir be located in city creek canyon with a capacity of gallons to supply the capitol hill grounds and the twentieth ward pipe line the committee reported that they were in favor of allowing the superintendent a sum of not exceeding to be expended during the coming season in developing the supply in city creek the committee bad considered a proposition forthe for the purchase of eighty acres of land in city creek canyon advanced a personal personal sorrow to millions of american homes resolved that we tender respectfully our deepest sympathies to the famil family yot ot the dead hero and venture to remind its members that if there is any comfort in feeling the grief is consoled by the knowledge that it is universally shared that poor comfort should be theirs resolved that these theae resolutions be spread upon the council records and a copy be transmitted to the family of the departed soldier HE WILL NOT SIGN IT architect kletting refuses to sign the contract for the supervision of the erection of the joint building and gives the following reasons first he objects to the bond of demanded but is villing to give a bond in double the amount which he expects to make on the oon contract tract or second he now objects to the consideration his offer of 2000 for revising and completing the plans wis wa accepted h he e now wants if the building is erected and in mw the project should TO fall through third he objects strenuously to what he calls the opposition to hirn him in the city council fourth his strongest objection to is to the clause which reads and the said first party etc further agrees to take charge or of and supervise the erection of said building to have the same erected and finished in accordance with the said plans and specifications to allow only firca firt t class material to be used in the erection and fini finishing hing of the same to have the said build building ipg executed and fin dished in a workmanlike manner 19 etc fifth he demands that an appropriation of be made the committee to is determined to limit it to sixth he objects to the clause which states that he shall so perfect the plans and specifications that contractors of ordinary skill and experience will by reference to the same be able to obtain all the data necessary to make exact and intelligent bids in other words the committee does not propose to be bothered with bills for extras they want to tornow know the exact cost before they ord order erthe the construction st of the building referred to the joint committee THE CITY BONDS to the mayor and members of the city counell council of salt bait lake city utah the undersigned undersigner under signed the treasurer of said city and the finance committee odthe of the city council respectfully report that the sai said treasurer in pursuance of the provisions of a resolution of said city council passed october authorizing the issue and sale of a series of five hundred 1020 year 5 per cent bonds for 1000 each and interest duly advertised three hundred of said bonds for or sale to the highest bidder in the manner and f for or the length of time provided provided in said resolution and that at the h time specified in the notice nice for opening bids and making sales of said bonds the undersigned undersigner under signed met and no bid having been made by alt adjournments adjourn ourn ments the offer of sale and time fo for idding bidding were kept open and on the day of february 1891 the undersigned undersigner under signed accepted a bid of T B R jones of salt lake city utah for three hundred bonds and sold three hundred bonds for the sum of subject to the approval of the council being for each bond with the semiannual semi annual interest coupon maturing july 1 1891 and all later coupons annexed this was the highest of the council passed october ath 1890 to T R jones for the sum of being per bond with all coupons running from january lot 1891 annexed resolved that the sale of said bonds as reported to the council under date of february 1891 be and hereby is in in all things approved and confirmed adopted RELATING TO STREET GRADES councilman |
