NOW, THEREFORE, I do hereby join in proclaiming in the Deseret Tuesday, 1 May 1973, as Law Test Center community. Day-U.S.- A on post hike provides the challenge for e for the Dugway residents in the 1973 National Retarded April 28. e The campaign calls on volunteer citizens all across the to cither hike or bike for the retarded over a measured course. Businesses and individuals are asked to pledge so much per mile for each mile walked or ridden by the participants. WALKING IS the event chosen for this area. The walk will take place Saturday, April 28, at 10:00 a.m. Hikers will rally at Post Headquarters, and the measured course will talk walkers throughout English Village, to Fries Park and as far east as the main gate. Check points will be set up at intervals along the route to accurately clock miles walked by participants. Mrs. R. L. Stearinan, named by Tooele Association for Retarded Children President joe Cimliel as chairwoman for the Dugway campaign, announced, On Saturday, Apr. 28, citizens of Dugway will have an opportunity to take part in this worthwhile event. We hope that everyone will join iivthe hike either as a participant or as a sponsor. Mrs. Stearman pointed out that the National Association for Retarded Children has named Calvin Hill, star running back of the Dallas Cowboys, as National Chairman e of the for the Retarded. WALKS AND bike rides have been very successful in other parts of the country, slated Mrs. Stearman, and have raised thousands of dollars for the mentally retarded. The Congress of the United States and the President, by proclamation, have set aside May first, Tuesday, as a special day of celebration by the American people in appreciation of their liberties. , Our country has prospered for nearly 200 years with constantly expanding liberty because our common law tradition provides for gradual, orderly and peaceful change in our institutions. It is to the courts that the individual citizen goes to seek redress and secure justice, not as a matter of privilege but as a matter of right. Our courts were created and exist, not only to determine disputes between individuals, but also to determine disagreements between the individual and the government, according to law. The observance of Law Day is fitting because it underscores the continuing role of the law and the courts in achieving equitable solutions to problems, including racism, poverty, environmental pollution, consumer rights and many other issues of public concern and im- Hike campaign now underway After being held prisoner by the Viet Cong and North Vietnamese since May 9, 1972, Army Captain William S. Reeder received a heros welcome upon his return to Dugway Proving Ground. The helicopter pilot was shot down while on a combat mission over Kontum province in South Vietnam. A seven year Army veteran, Capt. Reeder was serving his second tour of duty in Vietnam, having earned the Distinguished Flying Cross, the Bronze Star, the Purple Heart and Air Medal with 46 Oak Leaf Clusters durold son Spening his first tour from October 1968 to November 1969. SHADE Toastmasters host speech competition ' CM Commanding LAW IN YOUR LIFE l Law Day USA, which will be observed throughout the United States on May 1, has been set aside as an occasion to give thoughtful attention to the basic concept that all men stand equal before the law. The first of May has been designated Law Day USA Presidential proclamation each year since 1958 and was by officially established as a national observance by joint congressional resolution in 1961. LAW DAY USA seeks to convey to all Americans of all ages the basic values of our system of laws and independent courts, and to stress the fact that citizenship entails obligations as well as benefits. It is a day to remind ourselves that the individual freedom and dignity that we enjoy under the rule of law are unknown in the communist world where May 1 is celebrated with displays of military might and men are ruled by force and fear. Therefore, on May 1, our nation, through its. citizens, pauses once each year to reflect on our legal heritage and the role of law in an ever changing society. IT IS A DAY on which all citizens of the United States should be especially mindful of the rights, they hold under the Constitution and the Bill of Rights: free speech, free press, free assembly, freedom of religion, the right to legal council and a trial by ones peers if accused of crime. It is a day too, when all die people of the United States are asked to consider their individual duties as responsible citizens, such as: (1) The duty to be informed on issues of government and community affairs, (2) To vote in elections, (3) To respect the rigjits of others, (4) To practice and teach the principles of good citizenship in their homes, (5) To serve on juries if called, (6) To obey, respect and uphold the law, and (7) To support those and persons charged with law enforcement. Law Day USA is defined by Congress as a special day of celebration by the American people iq appreciation of their liberties and the reaffirmation of their loyalty to the United States of America; of their rededication to the iAmU of equality and justice under law in their relations with each other as well as with other nations; and for the cultivation of that respect for law. that is so vital to the democratic way of life. . 3. . Dugways Toastmasters International Express Pony Club hosted the Area VII Serious Speech Contest April 7 in the Officers Open Mess, with a Dugway Proving Ground Captain taking third place. Air Force Captain John Nl. Ilobbie, commanding officer of Detachment 19, 6th Weather Wing, spoke on A while Otis Modest Proposal, Stroud of Salt Lake City's YMCA Club took first place honors. Dr. Roy Chaudhury of the Salt Lake City Key Club placed second in the competition. THE AREA VII winner will now proceed to District 15 competition in Salt Lake City May 5.
