Really meaningful communication is the end. Let me tell sou about one thing that happened on the very first day of tins three day session. One of the teachers, who was also a parent, gnt up and said that he thought that adults should see to it that more hoys clubs were set up for young people in that community, more girls' clubs too, so that the kids would liave pcxil tables, ping pong tables, and juke boxes and all; a place to get together, a place to occupy themselves. An almost uiiuiiimuus response from the kids was: We don't want pool tables, we don't want clubs, we want yon to listen to us. wc want you to understand us. Don't try to buy us off. just dig us. We are willing to get down with you. Yimi see, von have git to give to get but you've got to give . it. J1 yourself and that is your responsibility. 1 don't have anything against boys clulis. I think they can accomplish a great deal, but 1 dont lliiuk they are a sulistitute for you, for your under- standing 1 think that in addition to your individual responsibility, you have a collective responsibility with regard to the area of prevention. Specifically, ' prevention and education are areas where the advertising profession, as such, could make a special re of flavors. ; contribution. abuse g It is essential that we have a nationwide campaigi aimed at education and at existing attitudes regarding dnigs. I understand that this great Council has already made a commitment to undertake such a campaign. For this our nation must lx; gratchil. But I can assure you that the task you have ahead of you is cnomioiis and will place a heavy demand upon your considerable resources. In this connection, yon must realize that the decision to turn to drugs as a habitual way of handling problems is the responsibility of each individual. No other agent can lie singled out as responsible fur such a decision on the part of any individual, whether it lie the advertising media, the Vietnam war, an unfaithful spouse, an unloving parent, or the alisurd proportions of reality itself. This decision to move to, or away from, drugs however, is made in a context a context which defines the meancontains value judgneiits on that ing of specific and gives, emotional weight to some priorities over others. That is. choice is made (or more realistically, a series of choices are made) on the Ixisis of more or less information within a context of value priorities. It becomes clear, therefore, that the undertaking of a prevention campaign by the mass media must speak to this context of values, this ambiance in which individuals make the decinor sion to turn or not to turn to drugs. It is mil mv job would I assume to tell you to go about this task. I would like, however, to outline what I believe to lie a gew general priorities. Anv such campaign must lx concerned with the truth alxnit drugs and the drug scene; straight talk rather than rehashing myths surrounding the drug culture. It must avoid red herrings. such as (lie legalization of marijuana, and avoid scare tecliuiiiu's. It should lx simple enough, ill some way. to have meaning for the very young, even Finally, it should deal with the basic human elements of choice and individual responsibility. It should concentrate not only no the negative, but on the positive allies of personal freedom, health and joy which are possible only through confronting problems and not through, anesthetizing one's self from feeling them. lit order to maximize the effectiveness of your upcoming campaign then.
