assembly bly of the territory of utah that h a t joseph youn Young Is ben sen have bae the right to es cablish tab listi and c coit olt coi colt t 01 ol 01 a ferry f erry or ferries on bear river for the term of four years from and after the passage of this act ad at such place or places as will beet sub serre the public interest between a point one mile below where the p besent ferry crosses creases the river and to a point up lip said river one haf half mae m ie easterly from the D place lace where the ford at present used crosses barr r river elder county sec 2 kle tle the said joseph young sen ebal be allowed to take toll on said ferry or fernes ferries at the following follon ing rates viz for every vehicle not over two thou thousand gand pounds 2 00 for every vehicle over two thousand pounds and alid less than three thousand pounds 3 00 forever for ever vehicle over oven three thousands pounds and less than four thousand pound 4 COO for every vehicle over four thousand pounds 5 00 for all pack anim animals alop each 00 50 for horses mules jacks 00 25 oxen or cows each 00 25 for all aits C its calves sheep goats or swine each 00 10 for each footman 00 25 sec 2 the said joseph young sene henshall sens sen bhail shall ball keep a good bridge on the malad on the main road leading to the t he northern part of this I 1 territory er at a convenient point to accommodate the travel crossing the aforesaid ferry or ferries going westerly towards california and is authorized and empowered to collect toll thereon at the following rates to wit for carri carrl carriage agee carts and empty wag wagon P onil each 00 75 for every loaded wagon 1 for fon al all pak pa k animals each 00 20 al all loose an cna mal ls s and footmen shall cross toli toll rollf f ei see sec c 4 the said joseph geen sen een shall bond and sec bec security to be approved by the territorial Tre treasurer and filed in his hid offic in te the leial sum of five thousand dollars 1 payable to the people of the territory cr of utah L tah conditioned for the faithful faithfully I 1 y carr casing out the provisions provision of this act and to indemnity indemnify any person for damages they may sustain on account of neglect or carelessness on the part of the proprietor of said ferry ferries or bridge while rk receiving elving toll sec 5 it if any person or pe sons shall establish a ferry within the aforesaid described limits on bear river or establish a ferry or bridgemon brid bridge geon on the malad within one ailee each ach way wa y from said joseph young sens ferry or 0 r bridge and take toll thereon without a grant from the legislative Asser assembly abis ably shall forfeit and pay to the people of the territory of oi utah the hum sum of five hundred dollars for each and every such offense offence of taking toll en on said ferry or bridga bridge to be collected ss as an action of or debt sec 6 the said joseph young sen sea shall during the first week in november annually make a true report under oath to the territorial treasurer of the amount of moneys and tro iro property property perty received for toll on said ferry and ridge bridge and pay ten per ot of the aforesaid moneys and property into the territorial treasury to be held tor for the benefit of common and to be expended as ma may y be provided by law sec 7 all acts or parts of acts in anywise conflicting with this act are hereby repealed approved january 22 1864 1 AN ACT w to inco the ne nephi phi library and reading room row sec see 1 be bet it enacted by the governor and legislative assembly of the territory of utah that thomas ord jonathan Alid gley giey rhomas thomas J schofield benjamin riches andrew love jacob G bigler and george keudell keu Ke dall udall of nepul nephi city ani ana and their successors ili in office are hereby constituted a body corporate with perpetual succession to be known and sayed the 11 nephi zephi library and reading room association 1 and shall have power to purchase receive and hold property to sue and be sueda sued to plead and be im pleaded defend and be defended in all courts of law and equity and in all actions whatsoever and to do and perform all things that may of right pertain to their duties in the regulation regulations con troi and suitably providing for the interests and in carrying into effect the objects of this organization and the above named persons are ore hereby appointed a board of directors of said association until an election shall take pace hace ace sec 2 that a board of directors shall be elected by the members of baid said association on the fourth monday in february 1864 and thereafter annually the directors shall have power to appoint a secretary treasurer and ani librarian and such other officers as may be deemed liec necessary essary aso to fill fid any vacancy tait may icay occur in the board at the cise alse of term terra of office they shall present to the association a report oe of the number of books papers and oher other publications on hand the amount of moneys received and disbursed during the year the numbers of books donated and by whom also the amount incurred for s of librarian and other incidental ex pei pet di tures A majority of the directors shail shall constitute a quorum to do business and for the proper management of the library aud and reading room they bhail have power to frame bye laws which upon receiving the sanction of two thirds of t the be members present presen t 1 at sei sec an any s bated meeting shall be in full force sec 3 that the library and reading 9 I 1 room shall shai 1 be for the use and benefit of the public subject to such regulations as may in the bye laws he e prescribed J sec see 4 conditions of membership shall be as plead and be Im pleaded driend and be defended in all courts of law and equity and to do and perform all al brigs that may be necessary and proper to enable them to carry into effect the objects of the association in the diffusion of kno knowledge cledge by estabi shing a library of book books 8 maps charts 1 and ard scientific instruments 1 connecting therewith a reading room 1 aad sad nd scientific and anil other popular lectures Jec tures and the above named are hereby appointed a board of directors of said Ap association until superceded superseded super ceded as provided in the following section sec see 2 A board of seven seren directors may be elected by the he members of said association on an the second monday oe of november annually who bhail shai hold bold their office be deemed necessary and define their duties and to enact such bye laws as may be necessary for the proper manage m nt oe of all business bu sineas of 0 the association A majority may form forin a quorum to do business and they may fill any vacancy in the board until the next regular election sec 3 this association asso cl atlon may raise means by shares contributions and donations for the purchase of books maps charts etc and for leasing and erecting suitable buildings for the library reading room and lectures and new members may be added on such conditions as may be prescribed in the bye laws of the association and the library and reading rooms shall be opened for the use of the public or books loaned out under such buch regulations and at such times aa as the board of directors postage on the news newa to our subscriber he may be unac quain cd led with the new law that reduces the postage on ail all weekly papers to 20 cents a year which must be paid quarterly or yearly yea fly in ad adrance advance cance tance we have also hearil heard ot of something about charging coin arr fsr foreign letters at the stamped rates for U S notes note 3 J that w we e hope also to be from ignorance all for tor foreign eign lettera letters are stamped double rates for coin and for 17 S notes no P M must make the mistake of taking in coin 37 cents or any other figure of that kind for an in utah the miners who have wintered here are fast disappearing northward every day the pack ponies and wagons are hurrying through the settlements main street is getting elting cr very thin EARTH earthquake quake qUARE at about quarter to nine 0 am v of march 5 an earthquake was felt in this city which surpassed in force any aay previous shock felt by the oldest old oid e at residents the earth rocked to and fro like a cradle and seemed to totter for a while as if abou about to fall in ili various portions of the city large buildings were cracked in a number humber of places the montgomery y block which is undergoing some material repairs in the basement basemen I 1 ex exhibited h several cracks on the side bide fronting on washington street and for many hours during the day crowds 0 ot people peole i were gathered in 11 pelting spec ting the same A great many ladies and children were extremely frightened while the several late sleepers of the masculine gender i were so
