THE CASH award was presented to Connie in recognition of her work as an instructor in the volunteer tax assistance program. This program, new to Colorado this year, was initiated to train volunteers in communities outside the metropolitan area who, in turn, help the elderly, the shut-inthe disabled and all others who for some reason cannot get help otherwise with their tax problems. throughout the region. Auditions for the touring company of Shakespeare's The Taming of the Shrew will be September 6 at 7 p.m. in the Cellar Theatre of Weber State Colleges Fine Arts Center. THE Taming of the Shrew is sponsored jointly by MECA, Ogdens com- munity arts organization, and Weber State Theatre. The company will tour local junior and highs community theatres, and then throughout the state. The company of 10 actors and technicians will perform during the fall and spring. Auditioners should come prepared with a ten line selection from a Shakes pearean comedy. Director The Linda Bishop said, script will be cut and directed to play to audiences who have not had experience with Shakespeare. High school and community actors are welcome to audition. IN ESSENCE, Garn said, present allocation formulas were maintained and at- tempts to attach more strings to the program were resisted. Specifically, the committee withstood an effort to use revenue sharing as a justification for imposing all federal regulations dealing with civil rights on state and local governments because these entities receive revenue Seantor sharing money, Garn said. OF COURSE, the whole idea of revenue sharing is to give money back to state and local governments so they can conduct their own business and fund their own programs free of inteference from the federal level. There will be other attempts to impose restrictions when the bill reaches the Senate floor after the Labor Day recess and I will fight every one of them. For over four decades the trend has been to take power and authority away from local and state governments and concentrate it at the federal level. It has been done with good intent, to help local governments solve the problems they face. But the fact is, it hasnt worked. Instead of local leaders, the ones closest to problems, being able to make decisions, they, have been told what to do by bureaucrats. IN ALL this taking away of power and authority from local governments, revenue sharing has been the one bright spot. It has been the one thing that has allowed local officials to provide their own answers to the difficulties facing their jurisdictions. The program should and must be free from as much Federal control as possible. If it is not, its whole purpose wili be defeated. I will not only vote to continue revenue sharing, but will resist any and all efforts to attach federal strings to it.
