CANNELL Clipper Today Correspondent CLEARFIELD Residents might not think child abuse is a serious problem in their town, but it is according to Clearfield Police DeL Russ Helm. He joined Carol Nicholas of the Family Connection Center, and Kay Card of the Davis County Coalition Against Violence to discuss Clearfield's problems, Utah State laws and child abuse prevention in a public forum the Clearfield by Community Action Council last week at city hall. Helm reported that on average he e handles at least 15 to 30 cases of month for the city. every Some cases are very simple to investigate while others are quite complicated when they involve close family members; he said. Helm says schools are getting better trained and so abuse is getting reported more often as well as documented. There is a problem and for the right people to stop it they have to be trained to identify the signs and symptoms, he said. It can be stopped before it gets too much out of control; Utah State child abuse laws say that any bruising, disfiguring or mark on a sponsored child-abus- child constitutes physical abuse. If a person is arrested on child abuse charges, the charges can rank from a class C misdemeanor to a felony. Theres a fine line on that when determining whether the line has been crossed or not, Helm said. Sometimes it is difficult to determine. Kay Card agreed and expanded the conversation to domestic violence. She works with the local women's shelter in KaysvilleA priority should be set on crimes against children and women; she said. We need education, education in prevention, safe places for women and children to go, and properly trained staff and people; Too often, according to Card, domestic violence cases especially ones involving sexual abuse are pleaded down in Davis County Many don't even go to trial...;' she said.
