The agitation was commenced more thnn a year ago, when Atlanta launched a scheme to capture two large universities, carry them away to Georgia and establish a vast Institution of learning valued at nearly $2,000,000, and which would rank with the greatest universities of the country. The two universities In danger of removal are the Columbia Theological Institute, located at Columbia, 8. C., and the Southwestern Presbyterian university at Clarksville, Tenn. The university Is under the control of the Presbyterian synods of South Carolina, Florida and Georgia, while the Clarksville Institution Is controlled by the synods of Tennessee, Alabama, Mississippi and Louisiana. Atlanta, which is a Presbyterian stronghold, proposed that the Southwestern Presbyterian university, valued at probably $750,000, and the Columbia Institution, valued at $500,000, should unite and come to Atlanta, promising the Presbyterians of this city and atate should raise another half million dollars, thus starting a great Institution worth nearly $2,000,000. The aynods of Georgia, Florida and South Carolina, controlling the Columbia university, endorsed the proposal, but a stumbling block was met when the suggestion was made to the aynods controlling the Southwestern Presbyterian university. The synod of Tennessee In particular is opposed to the removal of the university from Clarksville, though the attitude of the synods of Louisiana, Alabama and Mississippi la believed to be less hostile to the scheme. The present conference Is not de clslve In character, but is Intended merely to consider the feasibility of the plun, and then the ways and means. If the conference decides that the scheme Is feasible and practical and no moral or legal obstacle! are In the way, then the respective synods will be asked to ratify the plan. Thla means that' the fight will be prolonged and that there will be further heated agitation among Southern Presbyterians before a final settlement ng SUBSIDIARY COINAGE. "There la now available for coinage Into aubsldlary coin less than 6,000,000 ounces of silver. This will be ex-- 1 hausted approximately at the close of the current flacul year. Authority! should be given to recoin existing all-- 1 ver dollars into subsidiary coin, or to purchase additional silver with which needs supply the the country. The present volume of silver stored in the vaults of the trea-- 1 sury Is equivalent to nearly 600 car-- 1 loads of thirty Iona each. It would cost $100,000 to recount it. This enorm- ous amount U worth In bullion leas than half of Ita coinage value, but It la all redeemable, at the discretion of the secretary of the treasury, in gold. Manifestly It must always be stored or other uses provided. Whether It be wiser to continue this burden and pur- chase additional bullion for subsidiary coinage, or to authorise the conversion of a portion of these dollars into morel available forme of money, la for the congress to determine. In any event, provision should be mnde for an increase of subsidiary coin. BANK NOTES OF SMALL DENOMI- - COAL Superb Christmas Presents... know-toda- y 1903. 9, to 9.
