He asked Police Chief Daryl Conger to report back to the city council in several months as the effectiveness of the policy. Tickets will be issued to any driver caught driving more than six miles per hour above the limit, with more concentrated enforcement in residential areas. The new policy was announced by Chief Conger at last Thursdays city council meeting. Chief Conger explained enforcement of the new policy would begin immediately, but for two weeks verbal warnings will be issued instead of tickets. The chief pointed out that a car traveling 25 miles per hour needs about 56 feet to come to a stop. At 30 miles per hour, a car needs 76 feet and at 35 miles per hour, 95 feet. Thats a long way, especially in a residential area, he concluded. Utah Association of Women are (I. to r.) This is the view of Dr. Cowley, assisstant Au-Dea- professor of social work at the University of Utah, who says d new deveopments in the family structure require from social individuals and service agencreativity cies. Theres been an explosion of lifestyle options, explains Cowley, and people are no longer being docile about being forced into societys molds. I see this as healthy, she continues, but society gets frightened about controlling individuals who exercise individual freedoms. Cowley says many assumptions are still being made about the American family which are no longer true. There are fewer and fewer nuclear families, she notes, and we make the mistake of thinking that any child who grows up with a mother and father is better off than one who comes from a single parent background. In a marriage where there is no love, its often a case of coun-- . holy eadlock, says the professor who is also a marital of traditional this selor. We also' make the mistake of assuming that in a family, one stays home with the children, she With inflation, this is not true in a growing number of open-minde- two-pare- nt s. cases. With the number of single parent families and premarital pregnancies on the rise in Utah and across the country, Cowley stresses the need for early training in sex education, personal relationships and parenting. A rational, intellectual approach should replace taboos and emotional warnings which she says have been proven ineffective. Children are maturing at an earlier age than ever before, the professor notes. I think we should give them credit for that maturity by approaching them on an adult logical basis with information theyll be needing. These subjects should be introduced at a very early age, so that our children will have a strong background to draw upon by the time theyre teenagers, she stresses. Kindergarten is not too early to start with basic concepts which could be reinforced throughout the school years. We must stop assuming that because an individual is able to physically produce a child, the ability to raise the youngster naturally follows," she adds. Its the toughest job I know.
