He believes that there should be an organization which would give the leaders in all important industrial spheres a voice in planning for reconstruction; that the reconstruction organiza tion should be composed of a central committee or commission, and of sub committees; and that it must be the function of the commission first of all to survey the fields of industrial activity for the purpose of making recommendations ,and secondly to assemble and study these recommendations for the purpose of presenting a com prehensive program.
