In 1918, at the dictation of the shop hands, railroad tariffs were doubled to provide extra wages, and to get cars shippers must bribe train crews. Crops for export like hemp and sisal are held to be public property, and planters must run their farms under direction of workingmen soviet rule. There is complete and arbitray government for a patricular class ar.d nationalization of railroads, wire communication, shipping and banking. The uneducated natives are taught to look upon every employer and the wage-paye- r of any class as their natural enemies and robbers of labor. The lists of crimes, assasinations and arson are as wide as the state and increasing daily, and all who can get away are leaving Yucatan. The I. W.
