The commerce of the world had been so badly disarranged that the population of some countries was in danger of starvation, especially the population of Ireland. Facing a general revolt among its colonies, Great Britain granted Ireland a dominion form of government and the new nation became a member of the League. On the day the proposal was made our troops captured Mexico City and President Carranza was seized while trying to escape from the city. All of the nations except Soviet Russia and Japan accepted the Grey proposal, which was made official by the British prime minister.
