Show 6 - LIGHTNING TIMES - JULY 15, 1 996 TOWN COUNCIL NOTES FROM JULY 10, 1996 MEETING All members present. Community lot report: Parts are being gathered to complete well pressure tank installation. John Blake is now caring for trees on community lot. Ken Drogin plans to replace some of the trees that died last year. Septic tank has been delivered. ROAD COMMITTEE REPORT: Complaint was received about the grader operating at night. Valli said that since grader has lights and since grading is dependent on natural moisture. that some future grading may have to happen at night to take advantageofrainbeforetheroadsdry out. ' Richard Stucki requested that the sharp curves on Castle Valley Drive discussed. The TC suggested that KZMU talk to POA about money at the next POA meeting. B&B CONDITIONAL USE PERMIT FOR CV INN: after considerable discussion, TC decided to board members received when purchasing Officers and Directors liability insurance. The new owners have requested several types of expansion for the business. CONDITIONAL USE PERMIT FOR RAY TAYLOR tabled pending payment of application fees and until Ray is able to attend meeting. Dates were set for next workshops to work on survey questions (Aug 6 &l4). PUBLIC COMMENT PERIOD: (near Carl Anderson's dome and the Merrill Brady requested that the fire creek crossing by the Brady's) could be made safer by painting center lines on those two crn'ves. Suggestion will be passed on to Grand County road dept. since Grand County owns Castle Valley Drive. restriction ordinance be amended to allow recreational fires in outdoor fireplaces if approved by CV firechief. (The current ordinance allows cooking with charcoal. which does not produce sparks, but does not allow any other Bill Riggs claimed that the new Castle Valley road signs were too low. Valli said that Ray Taylor checked with UDOT and found that the signs were acceptable for a rural area (The new signs were mounted lower so that cars‘ headlights could illuminate the signs at fires such as burning garbage, campfires, etc.---ordinance is printed on page 5 of this issue.) Request for amendment will be put on agenda for next months Town Council meeting. ——Jack Campbell kept in POA Board members’ homes. Over the years this has led to the disappemance of some documents including minutes for entire years. Last year the records were moved to Lois Oliver’s office, sharing the space with the Town. Lois has asked that the POA find another site within the next year. The Board has begun discussion of building an office and/or storage facility on the Community Lot. Rebecca noted that she has received requests for this space to include a meeting room. Suggestions were made to: 1) coordinate with the Community Lot committee, including using the existing plan that includes office and meeting space; 2) work with the Town on funding as the Town can receive grants for public buildings. It was noted that the POA has at least $13,000 that will need to be spent this yearifthePOAis tobetaxed at the non-profit status rate, and that this money could go towards this project. (This would need to be presented to the members for a vote at the annual night-~car fights passed under the old. higher signs.) Valli reported that she had talked with several residents on Rimrock Lane about the stolen road sign. They told her that if another sign was put up, it would not be taken down. A new sign has been made, but not yet installed. KZMU RADIO STATION BROADCASTS TO CV: Vaughan Kelly (from KZMU) reported that Castle Valley could receive KZMU broadcasts ifanantennawereerectedon Bald Mesa and a receiva dish were installed on someone's roof in the valley. An antenna is already available, but Castle Valley would have to provide the satellite dish which would cost about $3000. Charlie Kulander asked whathadhappened to themoney that CV residents had previously contributed to KZMU for a "translator" which would have broadcast into CV. Apparently ftmds had been plmd in general fund instead of held in a dedicated flmd Any new funds raised will be held in a separate account. Several ways to raise money were POA NOTES Meeting on July 8, 1996 (replaced regularily scheduled meeting of 7/3, cancelled due to lack of quorum). POA Board Members present: Rebecea Martin, Melody Taylor, George Ottinger, Richard Williams. Absent: Ray Taylor. The POA has approximately $40,400 in the treasury. This figure includes the $20,000 that the membership voted in June to transfer to the Town for road maintenance. Melody reported a cornmuniciation from Menill Brady requesting a list of delinquent property owners from the last 2 or 3 years. Evidently, he is asking to see the lien list to determine if everyone was treated equally. The Board discussed the issue of the POA’s records being public versus people’s rights to privacy. George reminded the Board that boards of directors have been sued for releasing delinquent dues information, as noted in the article meeting.) It was also noted that this building would be in addition to the proposed Pavillion for which a recreational grant has already been obtained Shaffer Lane emergency access: The issue of illegal use of the section of Shafer Lane that is to be used for emergency access only was discussed. The Board voted to instruct the Road Committee to erect a locked gate. Keys would be provided to the Fire Department. The fact that all previous gates and fences have been destroyed was discussed. Ideas for managing this situation included: placing boulders around the cul-de-sac, placing the gate at the culvert, and putting up “No Trespassing” signs. It was noted that this area must be continually maintained, rather than dealt with sporadically. Homestead cul-de-sac: Last year the POA Board voted to purchase a segment of land from Laura Houck (Lot 376) for the purpose of relocating the cul-de-sac at the north end of More POA, p. 7 |
