May it continue to cry vigorously and still let you sleep nights While reading your Interviews with the Commissioners and the Mayor, a curious difference In language came to mind. The Commissioners Interview contained many uncertain answers such as: "Im unaware, As far as I know, Im While the Interview with the Mayor not sure, I believe so, I haven't read. contained no such language. In defense of the Commissioners, they have been on the Job for two years or less while the Mayor has been working tor nearly eight years. That difference Is also evident within the commission, with Dave speaking more candidly and with more information to draw on. But Is the difference In the language of the two Interviews due solely to experience? What else Is different between the County Commissioners and the Mayor? Actually, In my opinion one should ask the question, what Is so unique about county government? It Is the only layer of government, In a system of government by the people, that does not have a separation of powers. There are not the customary checks and balances present as with city, state and federal government "So what?, one can ask. The difference Is best Illustrated In that throughout his Interview, the Mayor deferred to the City Council, for It Is the Council that determines policy. The Mayor Is the executor of that policy. While with the Commission, the persons that they are beholden to were themselves. This means that those who decide policy also administrate It This creates a confusing Job description, and contrary to streamlining government, It can paralyze It This Is most evident In the recent decision of the Spedal Road District to give a portion of their funding to the School District It was the policy of all Involved to do this, but when It came time to begin to execute such policy, one person outside the County vetoed it If there was a clear separation of powers at the County level, none from outside the county would have that authority, or would think that they have, to veto or execute our policy makers decisions. The ability to modernize County government Is clearly stated In the Utah Code Legislative IntenL "The legislature of the State of Utah hereby finds and determines that greater economy and efficiency In the providing local government services can be achieved In certain counties of the state by modernizing the existing form of county government In these counties to conform more closely to the needs and desires of their citizens." It goes on to say how this can be done, and It gives several choices as to what can be done. I personally lean towards creating the office of County Executive so that we could derive the benefits of separation of powers. But there Is much room and time for debate. Our present County Commission can pass a resolution to create a commission to study such a change or we can file a petition If 15 of the voters so wish IL We could vote on If we would want a change this fall and if It passed, begin the change the following election. Or we can debate it longer or Just let It drop If most folks think it a dumb 17-35- a-1 Idea. Perhaps Jim, you could raise the question with the Commissioners during your next Interview with them. I think Ifs something worth talking about, maybe during the neighborhood meetings presently going on. Thanks again Jim for your labors, and thank you Gloria. Dear Zephyr: have been going over the events of the last few years that have led up to the Grand Opening of the new Moab Golf Course. I got Involved sometime between the blg developer and the CIB grant that eventually resulted In the new 9 holes. I was asked to give an estimate for power In a 21 acre parcel of land near the existing course. The Idea was to subdivide this land for sale to the public. The revenues generated would go towards building the new 9 holes. Bette Stanton of the Central Services Unit proposed applying for monies through the CIB Board. This was done and eventually awarded. With the grant and a lot of private donations of money and labor we now have one of the finest 18 hole courses around. All would seem wonderful In and around our town of Moab. At least as far as the golf course Is concerned. Well, all Is not as It seems. The Moab Community Development Agency was In charge of the golf course project This board was set up to act as an adviser to the City of Moab. If you were to go by the reports of the last couple of years you might think no civil words were exchanged between the City and MCDA. Quite the contrary. Several Joint meetings were held during this time. Each time the City Council pledged their support of development of the golf course. There are some problems that need to be addressed before development can begin on City owned and some private land In and around the springs that provide our drinking water. These problems have caused great concern to the City Council. The State Water Board doesnt dictate how you treat your water supply. They test the supply and If you dont meet their standards, you find another water source or build a multi-milli- on dollar water treatment plant to clean up the original source. The City Council has been accused of being Being on this Council I can tell you that is far from the truth. Quite the contrary. But, the City of Moab is nothing more than another landowner In the county. Several things need to be resolved before any development can take place In and around the golf course. Planning and zoning need to be In place. Special covenants should be drawn up. Impact fees may be In order. The County has jurisdiction and has to set the zoning. Each landowner will be responsible for their Impact to the water, sewer, and other Infrastructure. The landowners, City Included, need to sit down and draw up the covenants. The City, County, and Spanish Valley Water and Sewer need to get together and decide on Impact fees. When all of these obstacles are overcome development will occur. There are developers In the wings. Private landowners and City alike will be able to take advantage of the economic development opportunities that will arise. The CRy, unlike private landholders, has to advertise for developers before we can enter Into an agreement with a developer. Thus the ad In the March 29th Times. No one In particular - just a formality to get things rolling. Be patient; development will occur. Thanks for listening to the other side.
