Show THE ZEPHYRMAY 89 PAGE 7 hand, we all need to look toward making things a little nicer. Weve tried In the past, and hopefully, with the Counselor, If people leave a mess, we do have an ordinance that we can implement to make them pay a penalty and clean up the property. We have on occasion used the other code to charge them with a criminal offense, and thats been effective when we do that, but It takes time to do that Its better if everybody cooperates, then fight about it. There are a lot of people In this community who go over and help their neighbor. Regarding the golf course now, you are In favor of hiring a Zephyr: professional greenskeeoer: what is the need and rationale tor that? Tom: We have Ken Laurio out there right now. Hes a hard worker. Ken has studied well and passed his tests for handling of pesticides and Insecticides. Ken is In place, and I presume he will be there for a long time. A greenskeeper or turf manager Is something, according to Dan Nelson, our extension agent, that we need in order to effectively manage the course; you need to have an understanding and Identifying of a problem at a very early stage, so you can Inexpensively eradicate the problem. No one Is expected to be outside their realm, and be able to do that without the education to do it I don't think we can expect Ken Laurio to have had that background. Dan Nelson is knowledgeable in that area, and If you're going to keep a professional golf course, he needs the support of an individual who has that education and be a compliment to Ken Laurio. Zephyr: If you created this position, who would oav for It? Tom: At this point, the operation of the golf course is In the hands of the Moab Country Club; Including the cost of operating expenses. Zephyr: When the Council and the Country Club were discussing oreen fee Increases, you backed awav from the "add-l- n" fee, but told them not to come back asking the Council for money. Now the City Is saving, hire someone elseto work out there, and In effect telling them to spend more money. Tom: I dont see a problem there. They are under an obligation under their original contract to protect the watershed, and if they dont have someone like that in place, they would be breaking their agreement with us. I understand So I think the obligation Is totally on their shoulders. they have discussed this on several occasions, and thats what's concerning them. It still doesnt mean they should come back and ask for money. these cleanups V see the world's largest elf at rim cyclery paid for by a grant from the willie flocko foundation c4 RED SANDS AUTO BODY 1 209 So.
