And It was ; Thers wasnt any Intention of even seriously considering anybody else. Steve Creamer was the one who got the money, who pushed It through. He had all the contacts. That was a gentleman's agreement to begin with. If s not saying It was bound In concrete, but for all Intents and purposes, that decision to go with Steve Creamer had been made a long time ago. Right or wrong, It had." PAGE 7 89 artwork by ms Katie Sensenbrenner ; . 1989 r ' Milts j "By the time all this lobbying had gone through, and we got some money, It was obvious Grand County wasnt going to get enough money from mineral leases to fund our end of the road, that we would have to find alternate funding somewhere. It looked like the best bet was to go to the But they were running out of money real quick. Community Impact Board (CIB Now the way I understand It Is, they knew that money will be coming In, but they dont have It to give. What the legislature did, Is they passed a law that allowed the CIB to basically market that money coming In. In 'other words, go to a person and say, these monies will be coming In, and you can have them If youll give me some cash right now. That allowed that cash flow to keep coming In. Thats pretty simplistic, Its a lot more complicated than that, but It allowed the CIB to get monies, based on receivable Income that hadnt come In yet Its like going down to the bank and giving them your accounts receivable and borrowing money from the bank. "The way I caught on to this Is, I sat down with Steve Creamer the end of. last year In Salt Lake and I said, from my understanding, the CIB simply doesnt have the money. He said, they jjrill have. And I asked how that was going to happen, and he said the legislature Is pushing through a bill to do basically what I said. I didnt get any of the details, and I wouldnt have understood them at that point (Creamer) pushed It; he pushed It because If they had riot been able to do that, we would not have been able to go borrow the money from them, because It wouldnt have been there. Steve was up there pushing It Im sure. Hes got ties with counties for all sorts of other projects that they go to the CIB for too. "It might seem on the surface to be kind contrived. But we sat down, we said this Is what we want to do, we dont have the money, this Is how we get 3D and we realized y It 3-- TAK0lfB:252.i -- r o 259-810- 8 timothy . : ; u p house painterillusionist done. Question: The Grand County Special Service District was able to obtain only part of the money It needs to build the Book Cliffs road, In the form of a CIB loan. How will It get the rest of the funding? "First of all, weve got a three million dollar loan. Grand County can pay our loan back In 15 years If everything goes Just right Its a pretty fine Hne, too fine to be comfortable with. What the road board will probably do Is go to some of the oil companies', the producers who stand to really benefit, and say: were going to get this road done, weve got 36 of the 39 million dollars lined up. We can get the other three million most Rkely from the legislature, because the DOT wants the road put through. They think this Is great The counties do most of the footwork and share the cost Maybe the legislature will only appropriate half of If, and wed have to go back to the CIB and say: ' well, we got half, why dont you Just cough up the other half. They might do that- - But thats how well get the other three million dollars. We wont have the ability Itll1 have to be given to us, no doubt about It to repay six million dollars. , "An Increment at a time, were lining up this money. As you look back, It gives you more momentum to go even further. "There are still some other options. Uintah County has worked so hard for us. In fact, the had the entire CIB down there last week, and took them down through and lobbied hard for the road and Grand County. Uintah Countys been working really hard for us. Were lining up the legislature now. They are. Were almost on the coattails, and everyone else Is doing It for us, Just commissioners. They can about. For one thing, Uintah County's got full-tiwork harder on the project Theyve got resources. If It wasnt for the fact that Its tied to Uintah County, It would never fly. Uintah County's worked really hard for us. When were trying to get this last 3 million dollars, we might even have to go and beg more money from Uintah County, but we cant ask for three million. We might ask for a million here, a half a million there. But we will get It When youre within three million away from doing a I firmly believe will benefit not only Grand County, but the project that State, It's going to go." So. I. knouff 4'.
