Show PAGE 6 THE ZEPHYRMAY 89 the mayor speaks an interview with tom stocks On April 9, The Zephyr conducted an interview with Mayor Tom Stocks. The interview has been edited for clarity and length. Zephyr: What is the latest information on the aas plume? There has been some concern expressed lately that a gas tank is still leaking? Tom: We do have a contract with Metcalfe & Eddy, the contractors to remove the gas; they were here last Friday updating me; they are trying to get their equipment installed so they can start removing the gas from the area. Zephyr: Do vou have any idea when residents can move back into their homes? Tom: No, I don't. The company that was here (In charge of cleanup) seemed to be knowledgeable, trying to be sure the documents were proper, being on 'peoples' land and so on. they went to the courthouse to review who owned what. Zephyr: What's their assessment of the problem? How large an effort take to remove the aas? Tom: They haven't discussed that with me. I havent heard of any problem still going on. They do have monitoring weUs in that area. Zephyr: Moving on to the Stuntman Hall of Fame ... Has a contract been signed vet? Tom: Its in the hands of John Hagner at this moment I've affixed my to it, and John still has a couple of questions about small signature revisions made by Council. Zephyr: Can vou describe briefly what the contract entails? And is the Hall of Fame still operating on the original grant money? Tom: Yes, he still is operating on grant money. Depending on how sparingly he uses the money, it will not last past the end of the summer. I believe there's less than $20,000 in the grant account Theres another account that they raised funds in last year, that we will be turning over when the contract Is signed of $11,000. The contract basically allows him the use of the premises, and at the end of the grand funds, to pay all of the costs of operation, labor, payroll taxes, fringe benefits and the operating costs heat, lights, utilities, major repairs. And he pays the City 5 of all revenues derived. So there will be no salaries paid bv the City once the grant Zephyr: will it funds run out? Tom: Thats correct. Do artifacts donated bv Grand Countv residents belong to the Zephyr: City or the Hall of Fame? What if the Hall of Fame left Moab? Tom: Who did they give them to? If they gave them to the Stuntman Hall of Fame, it would belong to them. If it were to leave and were doing "ifs" and that's a bad thing to do. It's making an assumption and creating an animosity among the people we're talking about If people donated items to the Hall of Fame, they should go over there and say 'I didn't really want to give you this and would you sign a document so If you leave, so the If thats what they articles would be returned to my?' And that's fine. it can that's the handled. be want, way Could vou discuss briefly the lawsuit that Marvin Clever filed Zephyr: aoalnst the City regarding the Stuntman Hall of Fame, and what the outcome was? Tom: I'm not real conversant on that lawsuit; initially he had asked for monetary renumeration for having something happen that he acquiesced and said that he no longer held that position before we got to trial. And the only thing that was determined on the trial date, is whether the City is enforcing the code regarding the use of the premises outside the building. Zephyr: What was the outcome? Tom: Basically, we can use the exterior of the building for education and demonstrations to students of the art of stunts, but not for display for the general public at a gathering which may create a nuisance. Zephyr: Somebody noted the other dav that the trees on Main Street are looking sick, and mavbe need some water. Who's responsible for that? Tom: This has been a dry year. The owners of the property are responsible for the trees. If there's a dire need or lack of equipment, we'd be happy to go in there and help them. But I was informed about this yesterday by a councilman and Ill check into it. Many people Zephyr: This is a Question about the Building Inspector. dont seem to understand who exactly oavs Corky Brewer's salary. Tom: Corky works for the County, and we, through a contractual agreement between the City and the County Commission, they provide a building and zone administrator; the City in turn provides animal control for dogs and cats throughout the county. Zephyr: Is there going to be a Cleanup Dav and Month here soon? Tom: Yes. Corky talked to me this morning about that It's coming up in a weekend or two. I would hope that the cleanup time is extended out so we can cleanup the trash in segments of the community, one at a time, in order to make it more productive. The City crew only has two trucks that we can get out and it isnt possible to reach ail parts of the community at once. If you have everybody put out their trash on the same weekend, you find it's going to pile up for a day or two. So I would hope we could schedule a day or two for each subdivision and really have everyone get this stuff out, so we can haul it away. Zephyr: Where do vou draw the line on what's an eyesore and what's private property? Tom: You try to trim somebody's tree and theyll get upset. You take away an antique, in their eyes, and they're upset So I think you have to be cautious about not infringing on peoples' private ownership, but on the other - ARCHES REALTY 690 So.
