Terry: My understanding Is that they agreed they would do that I don't know If there has been any recent activity In disposing of that type of material. But there have been concerns about allowing materials to be brought In from outside Moab and Grand County. I don't think we want to be anybody's toxic disposal facility. ALL-AMERIC- AN AGENCY 505 No. Main Zephyr: You are the council liaison with the city police. One controversial Issue last year was the city funding the Four Comers Narcotics Strike Force. The Issue Is coming up again. What do vou think will happen? Terry: I haven't heard too much about It I have heard from other communities Involved some concern about the effectiveness of the strike force. I understand It takes time to build a case or to do Investigations. You don't Just open your doors and start arresting people. Those things take time, and recently we've seen some cases recently that have shown that they can be effective. Zephyr: But there has been criticism that the strike force has gone after Individuals who may sell drugs to friends, but are not mater drug dealers. Is thata legitimate focus for a strike force? Terry: As the police department liaison, I'm not a law enforcement officer, Im not trained. And I do not Involve myself In the activities of law enforcement So I really cant make a Judgement on how they go about accomplishing their tasks. All I can say Is, you can pick up the newspaper and see that someone has been arrested for possessing drugs or sale. Are there different levels of breaking the law? Just because a person sells a small quantity of drugs to someone they thought was a friend, or a person Is selling a kilo or something, the law Is the law and they violated It But with the strike force, I support the Idea behind It There has been a lot of concern about drugs, and people have expressed those concerns for years. Zephyr: Overnight rentals In residential neighborhoods. What do vou think? Terry: Overnight lodging Is similar to a motet I think overnight rentals In residential neighborhoods Is something most people living In neighborhoods don't enjoy having there. You need the solitude of the residential area. Zephyr: After months of talking about It the dtv has finally hired a code enforcement officer. What that will mean Is flak for the city council. The officer will do the lob, and people will complain. Will the council stand up to that criticism? Terry: I think so. We had some mixed feelings, deferences of opinions. But It was another Issue between the city and county, where we didn't feel we were getting the full benefit of zoning enforcement and building Inspection, and thats why this decision was made. There will be some flak, I'm sure. The ordinances are laws, and they are there to protect Individuals as well as to penalize those who choose not to abide by the rules. And I think people In this community want to see the enforcement of the ordinances In place. I hear It all the time, "why have an ordinance If you dont enforce It? Now the decision has been made, and we have no choice as a council but to support that enforcement Zephyr: What are the biggest changes In Moab In the past 5 years? Terry: With the demise of the uranium Industry, there has been a trend away from Industrial activities and more Into tourism. And people In general have changed. heavy There are a lot of different younger people, who have brought things to light that maybe this sleepy community wasn't aware of. And Its not all bad. Weve seen some Improvements. Some of the older residents dont always agree with the changes. Zephyr: Is It a better town, or a worse town? Terry: Its a different town, and If s a good community to live In. Zephyr: City council positions are elected cltvwlde.sovou are everyones council member. But what Is vour constituency? Who comes to vou with their Questions or problems? Terry: I don't know If I can say that I have a constituency, because I have people call me for a number of different reasons. You have people from the old, hard core mining Industry days, and you have people who could be called environmentalists, and I hear from all of them. And thaf s the way I like It Zephyr: How has the cltv council changed since vou were first elected? Terry: Ifs a younger council, theres a diversity, and I see that continuing. It used residents that had the positions on the council and county to be that the older, long-ter- m commission. But now we have a younger, more diverse group. Terry: Tom and I definitely have not seen eye to eye. Years ago, there were a number of things that we did not agree on, and we butted heads. And we continue to. But we have a working relationship. In general, Ifs one of the things that I may not agree with him, and I've never been one to sit back and not express those concerns. But we respect each other's positions, and we work together. Zephyr: Are vou going to run for the council this fall? Terry: To be honest, I havent made up my mind. I've enjoyed my years on the council. Ifs been a challenging task. But at this point there are some other things happening In my personal life that I would like to devote more time to, but I would really miss being Involved with on the council. So Ifs a decision Ill be making In conjunction with my fcunlly. Zephyr: In vour 7 years on the council, what Is the one thing vou are most proud of accomplishing? Terry: The one thing I can honestly say I have done that has been beneficial to the city Is that I was the one who was Instrumental In setting up the liaison program where council members work directly with different city departments. It was a hard thing to sell to the council and to the mayor, because when you come In with something new like that, there are going to be people who feel their toes will be stepped on. But all In all I fed the program was a very good move for the city to make. Zephyr: And vour biggest frustration, the thing vou wanted to accomplish but havent been able to? Terry: No doubt, It comes back to city and county relations. Not feeling we can accomplish anything between the two entitles. Ifs a major dsappolntment to me, because I tad Ifs something that Is not happening, but can be done. I would say that If I decided to run again, that would be my main goal In the 4 year period.
