Tom: When you say affected, It affects anyone who does not have their home paid for, or anyone who wants to buy a mobile home. But those people who are there have a choice of abiding by the ordinance, or not being Insured by flood Insurance. I was born In Moab and Holiday Haven, for Instance, has never had a flood that affected a trailer down there.
