Ive heard some talk that the UPOT wants to provide some funding to It as a rest area. Tom: Grapevine Is all I've heard. I've personally resigned off the board and pledged my support to see If we can get any grant funds to make It work. I understand, but again this Is Just grapevine stuff, that Sam Taylor has pledged some support to see if there Is federal as well as UDOT funding for that, and If that's one of them, It's a good move. But I'm not totally behind spending an amount thats much greater than fair market value and there are other locations to consider as well Zephyr: Just to confirm, there's been some concern that If the Cltv bought the Main & Center lot. It could become responsible for the underground tanks that are there. How does that stand? Tom: I had that concern, and so I contacted City Attorney Bill Benge and asked him to be sure the City was protected If we acquired the land. I'm sure he will protect us If we acquire the land. 1 Manuel Torres Contract Zephyr: Could vou discuss the confusion that occurred over the work Manuel Torres did, and how can we avoid that In the future? And Is the matter resolved? Tom: I hesitate to do much on explanation, since we've turned It over to an attorney for disposition. Theorizing at what went wrong, Manuel Torres as a contractor, would always have a proposal signed before any construction occurred. That didnt happen those are the facts. Otherwise, there would've been no It would that have been paid. The problem now Is, I have yet to see a bill question from Manuel to the City. There have been verbal comments about the amount, but nothing In writing. That seemed a bit peculiar, In my opinion. I don't know the answer really, but if I was working for you, Id make sure you agreed before I did Zephyr: This Is a verv Important question. Which set of stripes constitutes line of 3rd South? Diverting CIB Money Zephyr: Heres another storv Ive heard around town that vou can confirm or deny. The charge has been made that the Cltv diverted SI 8.000.00 from the CIB golf course orant and used It for a separate water supply study. How do vou respond to that? Tom: The City has never diverted anything. We paid for Lyle Anderson to do some work out there. The whole purpose of the grant and funding at the golf course was to protect the watershed. There was no diversion, and whoever thinks It Is ought to come In and review what we're attempting to do, and that's to protect the culinary water sources. The big conflict Is a few Individuals who think It's just a playground out there and dont think there's any responsibility to protect the watershed. It wasnt, I repeat, a diversion. It was an expenditure out of the grunt to protect the watershed. We had an audit yesterday by the CIB, and he's to send us a letter, but he said everything looked fine to him. He didn't know what the complaint was. He looked through the Stuntman Hall of Fame records again, and the golf records. It Education Piece-me-al Zephyr: process? Contracts? Are contracts for work under S2500.00 exempt from the bidding Tom: We, In the City, have the right to extend the State statutes. But the City ordinances passed some time ago, limited the amount of money that could be spent before a contract Is let and that Is $2500.00 the bidding Zephyr: OK. I've heard complaints that the Cltv has a protect so that each part of It was less than process at times bv piece-meali- ng $2500.00 An example given was the high tech restroom at the Old Cltv Park. Is that true? Tom: Whoever asked that is not Informed. That project was bid ... twice. They came In once and someone complained that they couldnt follow the and id specifications, so they were again. Corky Key wound up with It the second time. The first time the low bidder was Snow, and then he chose not to resubmit. Did the teachers a get fair shake In your opinion? Tom: I don't know the bill. I haven't reviewed IL They didn't go on strike, so just looking at the wind, I'm a novice In the area. I guess youd get a better answer out of a school teacher. Zephyr: Right, but as Mayor I thought It would be good to get vour thoughts. Tom: If they didn't strike, I assume they're pacified at least Whether It was fair or not, I don't know. There are some caveats there; they have to go to the counties to generate that 2 mil Increase. Zephyr: Would vou support a 2 mil Increase locally? Tom: I'm neutral. I wouldn't be opposed to It.
