On the one hand he says "promises were out the door," but In the next breath concedes that he was "nervous" because the Road Board was actually soliciting bids. If he had no expectations, why would the prospect of competitive bidding make Mr. Creamer "nervous?" The two statements taken together should raise the eyebrows of any Independent, Impartial county attorney. After all, the prosecutor Is sworn to protect the Interests of the county's citizens against even a hint of Impropriety. But secondly, It Is Important to investigate the statements, If for no other reason than to clear the air. Did the Road Board act properly In hiring Creamer & Noble? Who knows? David Knutson doesnt know. I don't No one has researched the law to find out It seems like an easy matter to resolve. But Its not, because Elaine Coates' loyalty Is torn between her responsibilities as County Attorney and her responsibilities as private counsel to the Road Board (Mrs. Coates has been paid $3,328.00 In legal fees by the Road Board between February and September). Yet, she does not seem to recognize the conflict; fortunately the Road Board does, since It unanimously voted to consider hiring a new attorney. That decision, however, may be a moot point If she Is hired by the U.S. District Court In Salt Lake City.
