prejudices and handkerchief head ideas while they eire are engaged in in perusing the proclamation which president lincoln promulgated on september 1862 they will observe that mr air lincoln gave jefferson son davis dav is and his associates one hundred days to consider whether or not they would accept his the presidents proposition which reads as follows that if the people residing in the states and parts of states which were then in rebellion against ther the united states would be represented in both branches of the united states congress by the first day of january 1863 by representatives chosen thereto at elections held prior to that time namely january 1863 that they the people residing res idin in such states and parts of states would be permitted to resume all of their former constitutional relations with the federal government now it is just as plain as your your nose on your face that abraham lincoln had no more idea or intention of liberating the members of our ram race from bondage at that time september 1862 than he had of taking wings and flying to heaven while we never did pretend to know very much nevertheless we are of the opinion that it is the height of presumption apon upon the part vf nf auy any one be they black or white rieb rich or poor high or low to 0 o give expression to sentiments respecting mr Lincol ns friendship for the negro which would not harmonize with the sentiments expressed in his repty to horace greelegs greeleys Gre Gree eleya leys letter of august 1862 in short all honest men must mast absolutely refrain from trying to convey the idea to the members of our race that president lincoln issued his first tion for no other purpose se than to proclaim freedom to all the negroes before passing on to the consideration of the second proclamation we wish to remind all of our brethren who are scattered throughout the civilized world that if they conscientiously believe that they are really under lusting obligations to some one for the freedom fi which they now enjoy they had better bestow the greater portion of their gratitude and affection upon jefferson dayis davis for it was owing to his that the n negro finally succeeded in becoming a full fledged american americ in other words president dent lincoln tried every imaginary scheme which his ms great mind was ciL capable pable of conceiving and ana he worked night and day for foi the purpose ose of getting jefferson jeffeis U davis davia to accept his proposition but he was unsuccessful in au all his negotiations V with itil mr davis and his lincoln had decided to adhere to his policy of endeavoring to save the union by giving freedom to part pan of the slaves and allowing the others to remain in in I 1 bondage 1 the second proclamation did not liberate the slaves of west virginia missouri kentucky tennessee maryland or delaware Nei neither did it confer freedom upon the slaves residing in in fourteen counties of louisiana including the city of new orleans neither neither did it I 1 change the status of the slaves in the seven leading counties of old virginia 11 including the cities of norfolk and portsmouth tt it is fair to presume that more than one half of the slaves did not gain their liberty through president lincoln s s 1 r proclamation there is is another fact which we must not lose sight eight of i 1 e the war began between the north and i I 1 the south during the month of I 1 april 1861 but notwithstanding this fact mr lincoln did not request the negro to assist in in helping 5 to fight for his own freedom until t after the first day of january 1863 i we must also remember that the president did not fail to inform the world in in plain black and white that I 1 military necessity impelled him to ta 1 turn against his white brethren of the south and it was not on account of the great love which he entertained for the negro shortly after the first day dav of january 1863 mr lincoln requested the members of congress to aid him in his colonization scheme and congress acceded to his demands by appropriating this vast sum was to be expended in in helping to colonize abe ex slaves but the greater portion of it was squandered by the presidents political schemers and speculators who succeeded in in coaxing coaling a few deluded blacks to accompany P them to a new land which flowed with milk and honey but these poor misguided people were transported to a wretched sand pit known as cow island on the coast of hayti where they ended their miserable existence and that was the practical finale
