The property of the state, counties, cities, tow ns, school districts, municipal coiporations and public libraiies, lots with tiie buildings thereon used exclusively for either religious worship or charitable purposes, and places of buiial not held or used for private or corporate benefit, shall be exempt from ater rights, ditches, taxation. canals, reservoirs, power plants, pumping plants, transmission lilies, pipes ami flumes owned and used by individuals or cor porations for irrigating hinds within the state owned by such individuals or corpuiations, or the individual members thereof, shall not be separately taxed as long as they shall be owned and used exclusively for such purpower poses.
