Show Page 8 BLANDING March 18, 1960 OUTLOOK PETITION TO THE A comprehensive program is now underway in Utah to evaluate the existing speed limits on Utahs highways. The work is being done at the request of C. Taylor Burton, director of highways. Mr. Burton believes that many of the ix)sted limits, in some of the states are unsafe and unreal istic. According to his opinion, many of them should be changed. The speed study is already showing results since several changes have recently been made in speed zones. There are many more to come, reports J. Edward Johnston, assistant director for planning. The effects of increasing the speeds have been noted in studies further conducted by the State Road Commission. Acoording to Mr. Johnston, when speeds are increased as the result of the studies, traffic moves more uniformly. He reports that the slower drivers travel closer to the new limit. He also states that the faster drivers show definite trend to red Ace 'their speed also nearer to the limit Mr. Johnston stated. From studies by the State Road Commission, it appears that if motorists believe that the speed limits are reasonable, they are more apt to have respect for them. In establishing new speed limits, a number of devices are used in the study. Among these are radar. The device is similar to the one used by police officers. From his readings, the engineer calculates the 85 percentile speed, of the- cars clocked on the stretch of highway. The 85 percentile is the speed at or below which 85 of the recorded cars travel.' This speed is the basis for establishing a new safe enforceable speed limit. Other criteria that may be included would be the accident rate, and the roadway characteristics of the area.
