Entire satisfaction is ex pressed by state department of-ficials with the formal reply of the Polish government to the American note requesting a Polish declaration to abstain from transgression of Rus-sian territory. Poland Is understood to 'have re-plied that strategic operations must govern the halting of her armies In their pursuit of the bolshevik! at the frontier of Poland tentatively fixed by the supreme council. Suggestion had been made by the American gov-ernment in Its note that Poland make clear that her intentions toward Rus sia were not imperialistic and that her armies should not advance be-yond the ethnographic line laid down by the supreme council. The first portion of the reply con-sists of an expression of gratitude , by the Polish government at the atti-tude assumed by the United States In the American note to Italy. The second portion serves ns the specific reply of the Polish government to the American note. While insisting that the Polish gov-ernment Is in entire accord with the United States In the contention that Russian territory should be respect-ed, the note declares that Poland Is forced to consider the serious conse-quences likely to ensue from the aban-donment of the present offensive against the bolshevikl upon a fixed line without satisfactory guarantees. Officials of the state department have described the position of the Uuited States toward the Polish ad-vance as "midway between that of France and Great Britain." State officials and members of the legislature expressed the belief that legality or illegality of the ratification would be decided upon the record cer-tified to Washington by Governor Rob-erts and not on the action taken Tues-day. It was announced by Secretary of the Navy Daniels on Sat-urday that Admiral lluse and the American squadron now at Reval had been ordered to proceed from that port to Danzig. Later in the day Secretary Colby held a conference with Admiral Knapp at the department of state. It was learned from an official source that a complete new set of in-structions were sent to Admiral Huse. They are so revolutionary, in fact, that they constitute a material change of policy on the part of the Uuited States. First and most important of all, It is ascertained,, the American government has determined not to Insist that the Polish armies remain within the ethnic borders of Poland, but that they shall be permitted to proceed a sufficient distance Into Russian territory to safe-guard Poland against further Invasion by the soviet armies. In this the United States Is in thorough accord Willi France, regardless of the attitude assumed by Great Britain, Italy and the other nations. Poland has already been Informed of this change, but is warned that her armies must not pro-ceed far enough into Russian territory to nrouse suspicion as to the good faith of her purposes. It Is expected by the state depart-ment that this liberty of action to Po-land will be more effective in bring- - lug about peace than any other sug-gestion yet made. In granting it, the United States and France virtually accede to the urgent request of Poland that a provisional strngetie line be fixed preliminary to a final boundary that shall be agreed upon by all nations, including Russia, at a council of ambassadors. Dispatch of Admiral Huse's squad-ron to Danzig Is In accord with the determination by this government that American merchant ships shall have the full privilege of landing cargoes at that port. The first American test will come when the Wursawa, an American ship londed with munitions and supplies, and now two days at sea from Ant-werp, arrives At Danzig. Discussing the overnight decision to send the squadron from Revnl, Secretary Dan-iels said, "I can only say that it was at the request of tlife stnte depart-ment, to protect American interests." It was learned here that France is already acting under the policy. After wrangling for two days with Sir Reg-inald Tower, a French cruiser took the situation in hand and began discharg-ing arms and ammunition for the Poles at Danzig. It was announced that It was hoped these supplies could be delivered to the Polish forces by good will of the workmen, but if nec-essary force would be used. Eleven Dead, Many Wounded and Fearful Destruction of Property As Result of Encounter; Ma-- , chine Guns Being Used. Belfast, Ireland. Eleven are dead and at least fifty wounded, many of whom will proably , die from their wounds, ns a result of Sntuday night's rioting in this city. A feature of the rioting was the ex-tent of the destruction of property by incendiaryism. The fire brigade had an especially hard time during the night in fighting the flames. Their work was rendered hideous by the con-stant rattle of machine guns. The Sinn Feiners were in strong force and ap-peared to be well supplied with arms and ammunition. The greatest of bitterness was dis-played during the fighting. There was a great amount of wrecking of houses and the burning of furniture, both indoors and on the street. The yells of the mob, shrieks of women and children and groans of the Injured were audible throughout the fighting. When the rioting was at Its worst women could be seen, clad In their night attire, rushing from their homes, attempting to lend their families from the danger zone. The Sinn Fein notice posted near New Market railway station, Cork, says that all military found outdoors after 9 p. in. will be severely dealt with. PRESIDENT AFFIRMS COAL WAGE RAISE AWARD OF EIGHTY-FIV- E MILLION DOLLARS ANNUAL INCREASE OFFICIALLY APPROVED. Award While Providing. Improved Con-ditions for Workers, Offers No Justification for Advance in Retail Prices, Is Claimed. Washington. President Wilson on August 30 approved the majority re-port of the anthracite coal commission increasing Uie wages of contract min-ers 20 ner cent over present rates. Miners employed as company men are given an Increase of 17 per cent and the same amount Is given "con-sideration miners" und and miners' la-borers and monthly men. The findings, the report said, would fix a minimum rate of 52 cents per hour for the lower paid men in the anthracite industry. The president struck out of the re-port a provision fixing the terms of retroactive payments under the award, which, he said, was outside the com mission's jurisdiction. Thomas Ken-nedy, chairman of the miners' scale committee, hnd protested this feature of the award, he said. Anthracite mine workers will re-ceive about $18,000,000 in back pay under the retroactive feature, and the total increase awarded to the 175.000 miners will average, the connlSJ'ion said, at least $85,000,000 annually. The majority report declared . that the award offers no justification for uny advance in the retail price of coal, but, on the other hand, Is con-sistent with a decline prices. The minority report was signed by Com-missioner Ferry. The decision refused the United Mine Workers' demand for n closed shop and the installation of a "check-off system." Interest of the general public in the award centered Inrgely in the effect on the price of linrd coal. The com-mission said that while making sub-stantial Improvement In the situation of the miners, it had declined to com-mit itself to a decision that might just-ly be considered nn encouragement to the "vicious upward spiral" of prices. The result, the commission said, was that the awards, while providing Im-proved conditions for the workers, could offer no Justification for any ad-vances In the retail prices of coal.
