Even benign "Uncle Andy" Mellon admits a huge deficit and delicately intimates that the tax system should be broadened to include more Tictims. Ogden Mills, Under Secretary of the Treasury, echoes the same idea. "Bier Bill" Borah dashes to the rescue of the com mon people whose consuming power would be lowered by additional taxes, and Senator Couzens cling to his thesis that higher estate taxes and increased levies on larger incomes, plus a gift tax, are needed. The Senator woidd gather taxes from those who have the money. Plans for a sales tax on gasoline and "luxury" taxes on cigarettes, cosmetics and theater tickets are expected to meet strenuous opposition. Most states already maintain a gasoline tax for highway improvements. The cigarette and cosmetics tax would fall on almost everybody, and who would deny an unemployed man the comfort of a smoke or a jobless woman the wherewithal to enhance her appearance ? Neither is there any assurance that a tax would not cut down sales of these universally used articles. The consumption of cigarettes, for instance, decreased by 54 per capita last year because of the depression. There actually are politicians like Pat Harrison of Mississippi who to believe that no increase in taxation is necessary.
