Show Problems Areas Outlined In Am. Fork Master Plan Editor's Note: This Is the final article of a series, which has been a public service feature of the American Fork Citizen. Contents of the publication, "A Master Plan for American Fork, Utah," have been condensed for your information. The background, analysis, projects, goals and policies, and neighborhood divisions divi-sions have previously been covered. cov-ered. Today's article will detail a summary of Problem Areas and will outline future planning for the community. There are five major problem areas in the community: (1) Interior In-terior Block Development. (2) The gravel pit. (3) Existing street patterns. (4) County commercial activities which border the community. com-munity. (5) Union Pacific rail road, which runs through the residential district. BLOCK DEVELOPMENT The original square-block pat tern poses hard solutions, both In residential and business districts. dis-tricts. It appears that the city may have to lend Its good of fices and invoke its right of eminent domain, in conjunction with special Improvement dis tricts, to break the bottle-neck of 'hold-out" property owners barring the way for private developers de-velopers in the proposed resi dential areas. However, other means, such as ordinances to allow development of deep lots should be fully ex plored first. The new state law on sDeclal Improvement dis tricts, extended to the business district, offers a vehicle which! can be used to develop off-street parking facilities in the absence of urban renewal authority. GRAVEL PIT The abandoned gravel pit ad jacent to the city on the east has been long recognized as a trou ble spot. The absence of sanitary and storm sewers prevent It from being constructively developed. The only positive and construc tive use to which it may be put! appears to be a large park. This possibly should be a county park, EXISTING STREET PATTERN The existing street pattern, es pecially as it relates to elemen tary schools, leaves much to be desired. This is particularly true in the example of the Forbes School at Second East and Third North. Widening of Third NortW appears Impractical and unnec essary at the present time. How ever, greater traffic volumes to the Central Business .District may require that parking be eli-j m 1 n a t e d altogether eventually. The traffic situation at this intersection in-tersection appears to be one of the problems which Is set and which! we must continue to endure. COUNTY COMMERCIAL The commerical activities out side the city limits are in direct conflict with good city planning, Fragmentation of business cre ates inconvenient stops where aJ central business area could more conveniently serve the citizens. In addition, such scattering di lutes the purchasing power of an area to the point where depth of merchandise cannot be offered. It Is recommended that the West Main Street County Commercial be rezoned to limit it strictly to highway oriented activities and the county refrain from granting shopping centers or any other kind of commercial zoning outside out-side the city limits in North Utah County. UNION PACIFIC RAILROAD Railroads running through the residential districts of cities cause many problems, such as interference with fire fighting, access to the central business district, etc. No solution has yet been found for this problem, but it is to be hoped that it can be .corrected if the opportunity comes. The future planning program of the community is also outlined in the publication.-FUTURE publication.-FUTURE PLANNING PROGRAM The broad principles' of land planning concepts in the Master Plan report should represent only the beginning of an effective planning plan-ning program. Communities often of-ten fall to realize that they cannot can-not properly plan for the future until they have -a Master Plan outlining a comprehensive pattern pat-tern of growth. After this has been accomplished, and these principles have been stated and accepted by the people and officially offi-cially adopted by the City Council, Coun-cil, they can be placed Into effect ef-fect by the proper planning techniques. tech-niques. The plan Is the over-all guide. Zoning ordinances, sub-division regulations, improvement programs, pro-grams, etc., are the tools whereby where-by the plan is effectuated. These tools must be reviewed periodically period-ically to determine If they still reflect the goals of the Master Plan. Suggestions for future planning plan-ning include: (1) Downtown Plan: The next logical step would be to appraise the , business district with the thought that more business might be captured by revitalizing downtown. down-town. ; , , (2) Zoning Ordinance: The existing ex-isting ordinance should be reviewed re-viewed with the Master Plan In mind and amended where necessary nec-essary to agree with the Master Plan concepts. This will mean a revision of the commercial, industrial in-dustrial and multiple family residential res-idential districts and the uses permitted therein. (3) Major Street Plan: Up to this time no major street plan has existed In American Fork, Therefore, the preparation and adoption of such a plan Is the first step toward the development develop-ment o( i meaningful traffic pattern pat-tern within the community. Ma jor traffic arteries outside the city should be considered in the street plan. Completion of the Utah County Master Plan and Provo area transportation study win mean re-revaluation of our own major street plan. . (4) Revised Report It is recommended rec-ommended that this plan be re viewed annually and revised every five years, sooner if the growth rate varies radically from that which is Indicated. (5) Capital Improvement Pro gram: A capital Improvement program should be established. Public facilities would be listed on a priority basis, together with their cost and estimated completion com-pletion dates. The financial structure of the city should be examined to establish a program by which these facilities can be financed when needed. (6) Continuing professional Ad vice: The City should continue to secure competent professional advice and recommendations on all current planning problems This will include subdivision ap praisal and re zoning requests The concluding section of the publication Is the Appendix, plan ning and Zoning Enabling Act Title 10-Chapter 9. This section defines the zoning powers and restrictions of the city, estab lishes the board of adjustment, and outlines their duties and responsibilities. It also provides for the Municipal Planning En abling Act, which sets up a plan ning commission and details their terms of office and responsibilities. responsibil-ities. The major street plan is also provided for and the require ments for the building perm it are detailed. Briefly, this s e c t i o n sets forth the legal avenues of action of a city in providing streets, parking and other public pub-lic grounds for the community. A fun copy of the ordinance is available at the city hall and is also contained in the Master Plan publication. The Master Plan is one of. the outstanding accomplishments of the city council, giving a broad guide for future growth. The book contains a choice paragraph, which has served as a guideline to the.far sighted planners plan-ners who have devoted their energies ener-gies and talents to the American Fork Master Plan. The many people who were involved In the various committees, the planning, and the many hours of hard work proves the old saying "plan your work and then work your plan." This has brought about the joy, happiness and the realization of a JOB WELL DONE. As Mayor and City Councilroen, we salute and thank each Individual who made the three days and evenings possible. Excitement, activity activ-ity and entertainment were furnished to all ages. The flag raising ceremony, ball game, swimming, pet show, horse races, riding clubs, horse shoe tournaments (one horse shoe pitcher was from California), art exhibit, parachute jumps, and flower show provided something of Interest for everyone in town. The Civic Chorus on Saturday Satur-day night provided a great climax of music and song. Those who were In attendance were well rewarded by the gifts and talents of the performers. perform-ers. The many fine cultural arts we have in American Amer-ican Fork City should be recognized and enjoyed by every citizen, especially when it is all so available to us. You people who have these great talents please keep moving ahead on every front as Individuals and groups. Sharing these many wonderful arts with the rest of us is a great contribution from you which in turn gives to so many the great appreciation and love for the finer things in life. With grateful hearts, we thank every individual, business and others who made the parade what it was. The many beautiful floats, our lovely queen and her attendants along with the other lovely girls, the bands, marching groups and all other participants were outstanding. Without your fi nancial , support such a lovely parade would not have been possible. We know that some of you paid hundreds of dollars to make the parade what it was! Like all of the other activities and contributions we trust that you win feel well repaid for an you did in making It all possible. Since American Fork has been divided Into two stakes some people have had the feeling that one or the other had moved out of the community. But the three days of being together in the many activities renewed many acquaintances and old friendships. That alone is worth a great deal and Is very important in a city the size of American Fork. Although there are two stakes comprising many wards and our other church denominations, American Fork is still one group of citizens and let us keep it one in our community lives. We were happy to have Miss Utah with us. She attended our queen's pageant and was with us again in our lovely parade. We felt honored to have Governor Rampton and his lovely wife take time from their busy schedules and ride with us in our parade. They, wanted to stay for the Civic Chorus' entertainment entertain-ment but had a previous engagement elsewhere. So again, THANKS A MILLION TIMES TO EACH ONE OF YOU who made our American Fork Steel Days the great success it was and we do trust that you win be rested and ready to go again next year. At the same time, an invitation invita-tion is now being extended to those who may not have had the opportunity of helping this year to please come to us and we will be most happy to take your application and enjoy knowing you better as we do the many faithful and hard workers we already have. Haws Durfey Primary Trail Builders Hold Roundup The American Fork Twelfth Ward Primary Trail Builders held their annual Trail Roundup Round-up Jury 18, at 6:30 p.m. In the Ward Cultural HaU. Mrs. Donna Robinson conducted conduct-ed the program and gave the welcome wel-come to everyone in attendance. The Chuck Wagon meal was served first consisting of hamburgers ham-burgers and all the trimmings. Bradley Robinson gave the prayer and the blessing on the food. The hall and tables were decorated dec-orated in the western theme. Miniature horses, wagons, etc., and sage brush graced the tables. JOHN H. WEBB TO SPEAK AUGUST 1 Mr. andMrs.JohnWebbwmbe in American Fork on Monday, August 1, to give an account of their activities In farming in Turkey. They win also show slides of the accomplishments and progress made in the area. The meeting win be held in the basement of the Alpine Stake Tabernacle at 2 p.m. Everyone Interested Is Invited to attend. Favors were covered wagons made of a cookie and candy. After the meal the boys put on a short program consisting of the following: The Trail Builder Hymn was sung by the Top Pilots and the Trail Builder boys. Mrs. Donna Robinson explained the Trail Building program and welcomed the Top Pilot boys into the program and Introduced them to their new Blazer teacher. Mrs. Monte GoodseU, Blazer teacher welcomed them Into the class and explained the Blazer course of study. Sherlin Manning explained the Bandelo and Steven Motslnger presented the new boys with a bandelo. The Trail Builder code was led by Jay Jensen. A gift to share, of lap boards, was presented to the new boys by Mark GoodseU Jim Lamoreaux presented them with the Article of Faith cards. From this point, they visited one of the three outer circle ranches. They gave demonstrations demonstra-tions on what they were learning learn-ing and what they had learned in the class. . The closing song was Red "River Valley and the closing prayer "was by Harold Holley,' the Primary Priesthood Advisor. Advi-sor. - Janet GoodseU was the piano accompanist and Terr! Robin son, Llllie Rowe and Janet helped serve. Teachers In charge of this lovely party were Donna Robinson, Robin-son, Ward Trail Builder partner, Monte GoodseU, Blazer teacher; Pearl Mower, Trekker teacher; and Jan Bullock, Guide teacher.
