Show Park Record Thursday, July 14, 1988 Page A5 Law requires reporting abuse IT submitted by Park City Social Services Utah law requires everyone to report suspected child abuse or neglect to the Department of Social Services. In Park City and Summit County, referrals can be made by calling 649-6018. The law then requires re-quires Social Services to make a thorough investigation in order to protect the child named in the report and any other children living in the same home or being cared for by the same person. The child protective services worker who is licensed certified social worker with a Master's degree begins the investigation. The worker will contact the referrant, whose identity is kept confidential, to obtain additional information if the worker was not the person who initially received the referral. Then a contact will be made with the child. The parents will be contacted and the home visited. This could be the extent of the investigation but more often than not collateral contacts con-tacts are made with others who are in a position to have information about the alleged abuse or neglect. This may include school teachers, day care providers, neighbors, physicians and other family members. Using a model called risk assessment, assess-ment, the worker determines the present and future risk to the child from abuse or neglect. If the worker determines that the child is in immediate im-mediate danger, the child may be removed from the home temporarily until the abusive situation is mitigated. In other cases, the worker may determine that abuse or neglect has occurred but the parent or parents are cooperative and are receptive to help to improve the situation and help them better provide pro-vide for and protect the child. In some cases, the determination is made that the allegations are un- IPIIfiee Matter. founded and the investigation is closed. clos-ed. In cases where abuse or neglect is substantiated, the worker has a number of options to use in working with a family. If the child is placed in substitute care for protection, the parents are entitled to a hearing before the Juvenile Court within 48 working hours of the placement. At that time, the worker will have recommendations about future services ser-vices and actions and the court will make a determination about whether to continue the child in out-of-home care or to return the child at that time to the parents. Services which may be provided to families include counseling, parenting paren-ting classes, assistance in taking care of the home and and the child, child day care to provide some respite for the parents, referral to other service providers in the community com-munity for specialized services. In nearly all cases, the objective of the worker will be to return the child to the home of his or her natural parents or to maintain the child in the home with improvement in parental skills, attitudes, and the home environment so that the child will be safe. In Park City and Summit County, there is a need for families who are willing to serve as shelter or foster parents for abused and neglected children. Most placements are short-term, lasting from only a few days to up to a month. The state reimburses foster parents for the expenses ex-penses of caring for a child by paying pay-ing a small amount for each day the child is in care. Foster parenting can be a challenging and rewarding experience. ex-perience. Roberts, Appt. of new Chair & Vice-Chair A traffic accident 'which resulted " in a DUI arrest, and three incidences in-cidences of vehicle burglaries were reported to the Park City Police Department during the past week. The accident occurred at 8th Street and Park Avenue July 10, when two cars were northbound on Park Avenue. One vehicle attempted attemp-ted to make a left turn onto 8th Street, according to the police report, when it was struck by a second se-cond vehicle. The driver of the second se-cond vehicle was subsequently arrested ar-rested for DUI and transported to the Summit County Jail. Each vehicle vehi-cle sustained about $4,000 of damage. Regarding the vehicle burglaries, one was reported July 9 when the complainant said a vehicle had been broken into while parked at the Harry Reed parking stucture. An equalizer which had been mounted below the dash board of the vehicle had been removed, and the burglar had tried to remove a stereo and in doing so had done damage to the cruise control wires of the car. The loss was estimated at $140. Two other vehicle burglaries were reported July 5. One occurred at 2804 Holiday Ranch Loop Rd., where a radar detector and 10 cassette tapes all valued at $250 were taken. The other occurred at 1500 Three Kings Dr., when a radar detector and 25 tapes were found missing by the owner of the vehicle.
