They were selling cattle as feeders and weren't getting maximum profit value. So, the Utah Livestock & Horse Breeders' Association enlisted the cooperation of the chain stores. The Association Asso-ciation was advised to cull out the herds, and today only a small percentage of Utah's herds are culls. Then a breeding program was launched.
