HANSEN suggested a meeting with the property owners who want annexation as a first step, He said the engineer should obtain additional estimates on the cost of putting a water line into the area and study such items as Storm sewers and water drainage. He noted that FHA representatives have agreed to meet with the city and give their opinions. COUNCILMAN William L. Pac- ker voiced an appeal for unity from the council "no matter which way this thing goes." Hansen said he and Packer had spent about 12 hours reviewing personnel and operation of the police department. Packer said it was their intent to bring in a specialist to aid in the study. Zundel said that he and Petersen planned to have John Peers, Ogden architect, look at the sugar factory layout with them. Councilman Don Chase said he thought Peers already had preliminary plans to develoo the property from a previous visit.
