Campbell recom- mended that promoters be required to hire a minimum of one police officer for each 1,000 tickets sold and that a more systematic traffic control system be set up s to prevent traffic and parking along 2100 South. He also asked promoters to look into various sound placement devices that might reduce the noise problem created by the music. Bonneville Raceways Bob Ipson said he was surprised by the volume of incidents cited by Campbell, but did not dispute their authenticity1 felt awfully good about the crowd.
