A man called me the other day and in the course of the conversation asked me to write one thing that I had told him: that a newspaper is not a free forum for anyone who wants to communicate with his neighbor. Its terrible, he said, that his and other voices which have no medium through which they can speak '. The Persian Gulf war threatens to block the oil to the West and cause economic chaos. President Carter says the U.S. is determined to keep the Gulf open. The Soviets claim the U.S. is preparing for armed interference. Secretary of State Muskie warns that die. situation could escalate to unthinkable hostility. Why has the oil problem come to this? Hasnt there been a better alternative? Carter has done nothing to relieve our dependency on foreign oil because he never had any hope of solving the problem in the first place. With a negative outlook at the very beginning of his administration he explained, the world has Only thirty years of oil supplies left. He saw only dark at the end of the tunnel. So, where is he leading us? Now you know. The better alternative was expressed by Milton Copulos, an energy analyst who reported there is 300 billion barrels of oil yet to be produced within our Letter cant use our newspaper when they want to. After all, dont we have freedom of the press in our country? Isnt every man guaranteed the right to say what he believes? Isnt it true that our freedom to communicate our thoughts, to talk about our beliefs, to tell on each other occasionally forms the basis of the good life we enjoy in this country? Shouldnt we therefore expect the media to transmit our thoughts when we want them to? To A, B and C above, the answer is yes; not so for D. I told my friend on the phone (nicely, I think) to get lost and therein lies the secret of freedom of the press. The caller wanted to write a regular column for us, expressing a particular political point of view. His column would have dealt with issues national in scope, important issues, but we prefer, insofar as it is possible, to confine material appearing in the Lakeside Review to local news. The national issues are discussed in newspapers whose stated purpose is to discuss them. My friend was indignant (nicely, I think) that we, wouldnt make room in the paper for anyone who wanted to say something. A newspaper, he said, exists to allow people in the community to say whatever they want, and the newspaper is obligated to grant whatever space they want. , Baloney. A newspaper exists to print whatever the publisher mits. Alaska has been estimated to have 100 billion barrels of recoverable oil more than the proven reserves of Venezuela, Mexico and the Soviet Union combined but, as Copulos points out, only seven oil rigs are now producing in Alaska. Now, the latest study by the Alaska Natural Resources Commission shows that state has much more oil than previously believed. In addition to the huge Prudhoe Bay field, nine other large oil fields have recently been discovered. When it comes to vitally needed American oil production, Carter has wasted four years. Taxpayers,' facing problems of inflation, are aslring for tax relief. Departments of .state government, also facing inflation, are asking for more money. The proposal to remove the percent sales tax on food is a little different. Unlike local governments, if the state were to lose the sales tax it could make up for it easily by raising income taxes, the most irritating of tariffs, 20 to 25 percent. , The sales tax initiative would only indirectly affect local governments, whose 1 percent sales tax would remain. Clearly, the job is too much for Carter. We need a leader with a positive, real American attitude to get the job done production.,. Freedom is a lack of controls, and my friend wanted to control the local press and violate rights delineated in the Constitution he said he so forcefully upholds. The fact is, a newspaper in this country can tell anybody to get lost, including, of course, the government and special interest groups. I suggested that my friend was naive for not realizing that he too could not control the press. I think perhaps his naivete was a misunderstanding of the press function as viewed by the framers of the Bill of Rights more than any desire .to circumvent it. In fact, we do provide a public forum. As a matter of policy, we run pretty much all the letters to the editor we get. Once again, we try to restrict it to writers from the Lakeside Review coverage area. Nor will we print anything libelous or inappropriate. Another important fact is that we want to be servants to the public. We have made some expensive commitments to do that. The service, however, will be provided according to our ground rules, just as the service at the store in the mall is handled the way the store wants it handled. Under any other circumstances, we have given up our freedom of the press, and we dont want to do that. Anybody want some old shoes? Footnote: The phone call really happened. Cheap and was just putting the sign up when some guy from the store started hassling me. You cant sell those shoes here, he said. Why not? Doesnt the store sell shoes? We certainly do, he said. But YOU cant. Why not? Because its not your store. But its a public place, isnt it? How can you claim to serve the public and deny them and me this opportunity? I probably dont have to tell you who won the , tax limitation initiative, is too drastic, they say And we ... , agree. It would limit property tax to 1 percent of the market value shown on the 1977 tax ' property and sales taxes, even those who sit on city councils and school boards-anwho therefore know where the money goes and believe its expenditure is necessary. For homeowners, the property tax is especially irritating. It represents either a rather large chunk once a year or another addition to a monthly house payment already inflated by unreasonable interest rates, The renter also pays property taxes; he just never knows how ' ' much. ' Because of the feeling against taxes, its hard to find a politician these days who is not promising to cut taxes. However, and this is significant, it also is hard to find one who will support initiative proposals A and B on the November ballot.
