Thomas J. ' Black, who was the collector of customs cus-toms of this district during the second Cleveland administration, was found dead in his room at the new Imperial hotel today. He was in apparent good health when he retired last night. Heart disease doubtless carried him away. Black was an old resident of Oregon. Lightship Is Safe, Astoria, Ore., Nov. 23. The lightship which was thought to be adrift was discovered at daylight this morning ten ; miles off the mouth of the Columbia t river, proceeding under her own steam, I standing in.
