However,, if the settlers cannot e.i-operate to their own financial advantage, Mr CJreene is willing to build the ditches. The West Bench Irrigation District includes S"!flO acres, and lias $50,000 bonds voted. Whether this sum will construct the citch cannot Lie. determined until after Mr Harmston has made their survey, sur-vey, which" will beinin March, or as soon as he iinishes the Lower Hlue lench survey. The Fruitland Irrigation District, Dis-trict, extending over more than 10,000 acres, presents its petition peti-tion to, the county commissioners commission-ers at Heber on January U and no doubt will vote on a $300,000 or larger bond issue early in February. Twentyjsi: miles of the Fruitland ditch has been definitely located, and a 'great deal of it cross-sectioned. Mr Harmston will probably- finish their survey in April. If all goes well, .Mr Greene will come in about the loth of April and inspect, as Consulting Consult-ing engineer, the four routes, and if he approves, preparations prepara-tions will at once be made to commence the digging of all 'four ditches by July 1st, and it is planned to complete ihem all before snow tails again. Great credit for this offer, which, if accepted, will develop I this section more in the year 1010 than could have been accomplished ac-complished at the present rate of progress in five years, is due Hon Rock M Pope, who was made fully acquainted with Messrs Greene and McDonald's plans when they visited Theodore Theo-dore and the Blue Iiench last July, and who has ever since, been in constant communication communi-cation with them. Mr Pope, as representative from Wasatch count)', drafted the irrigation ir-rigation district law, under which, the creation of the four districts was made possible, and secured its enactment by the Utah legislature last March. The Blue and West Bench aid Fruitland settlers are beginning be-ginning the New Year with high hopes. Director C 11 Stephens of the I rpper Blue Bench district, Secretary .Schon-inu .Schon-inu of the Lower, Director Geo Cluff of the West Bench, R T Beuhausen of the Fruitland district, and Fugineer Fd F1 Harmston have returned from a satisfactory conference at Col-ton Col-ton with J S Greene, .consulting .consult-ing engineer, and T C McDonald,' McDon-ald,' financial .agent of Kastcrn capitalists who are willing to finance and construct all four irrigation systems. Represent ative Rock M I 'ope was also present at the meeting, and to him Messrs Greene and McDonald Mc-Donald have entrusted the continuation con-tinuation of the negotiations. A mass meeting of the land inviTers Tu the four districts has been called for .Saturday afternoon, after-noon, January 8th. in the town hall of Theodore, when Mr Pope will impart full details of the offer. ' - As near as can be learned at present, the capitalists will C' .nsiri et the four ditches, taking tak-ing the bonds in payment, and covenanting to have the water 'lowing upon ali the lands in time for the irrigating season of 1911. They stipulate that Mr Harmston is, to be the engineer en-gineer for ail four projects; am! that Mr Pope is to be their local representative thru whom all districts shall do business vith them. If the proposition is accepted at next Saturday's meeting, about three quarters of a million mil-lion dollars will be .expended in this section before .May, 1011, and over 40,000 ncfes of the finest fin-est agricultural land in Utah brought under the magic touch of irrigation. The Upper Blue Bench Irrigation District, including in-cluding nearly 0,000 acres, has issued $11)0,000 bonds, has com pleted a cross-section survey, and is ready for the construction construc-tion of its canal to be commenced com-menced as soon .as snow leaves the ground. The Blue Bench Irrigation District No. j, cm-, hraciug close to 8,000 acres, has issued $125,000 bonds and retained re-tained Mr Harmston to make a :ross-section survey beginning Lit the earliest date in February the snow will permit. It is understood un-derstood that MrGreene recom-' mended that the two Blue Bench ditches be built together, , believing that whereas each j will -cost $150, ooo if built alone, I |
