approved bythe hy by hythe hythe the Governor The bill provides that the State Board of Education shall consist of the State Superintendent of Public Instruction who is made an officer ex-officer member by a provision in the State Constitution the President of the University and the President of the Agricultural College officer ex-officer members by law and two other persons of large experience and eminent professional standing 10 Lo be appointed by the Governor with the consent of the Senate for a term of two years The Board shall have power to issue state of two grades high school and grammar grammar and state certificates of one grade i. i e. e grammar These de de- and certificates may be issued to persons over twenty years of age who have V had Jad ad two years successful experience ex experience ex- ex x- x in the schools of Utah and are known to have good moral character and requisite scholarship and culture Applicants for diplomas of high school grade must pass examinations in inthe inthe inthe the following subjects arithmetic United States history reading and elocution elocution elo elo- cu cution jon orthography English grammar political and physical physical geography geography geography geo geo- graphy algebra physics rhetoric drawing drawing drawing draw draw- ing plane and solid geometry botany English literature general history civil government history and science of education education education edu edu- cation and psychology and also in three of the following branches chemistry chemistry chemistry chemis chemis- try geology French German Latin Greek trigonometry etry zoology biology mineralogy For diplomas of grammar grade examinations must be passed in inthe inthe inthe the following branches Ari Arithmetic United States history reading and elocution elocution elocution elo elo- cution orthography English grammar political geography physiology nature studies algebra physics rhetoric drawing drawing drawing draw draw- ing plane geometry botany English literature general history civil government govern govern- ment history and Science of education and psychology It is provided that normal certificates certificates certificates cates issued by the University of Utah shall have the force of state certificates and normal diplomas issued by that in institution institution institution in- in shall have the force of state high school diplomas r It is also provided that the State Board shall have discretionary powers in n rec recognizing recognizing izing c certificates issued ss led under territorial territorial rial laws Also that they shall have the power power to recognize and countersign couI diplomas di diplomas di diplomas issued in other states after the holders have had two years successful experience in the schools of Utah No professional diploma or certificate shall II be e in force if the holder allow a space of f five years to elapse without following some some educational pursuit II The State Board are authorized and required to fo r revoke vo e for immoral or unprofessional onal 4 conduct or evident unfitness unfitness for te teaching ching state diplomas and state
