Show The University Law JT IT TT will wall be remembered that the University University University Uni- Uni bill was vetoed by the Governor several weeks his objections objections objections object object- ions being based on a few technical points of wording a and d not upon the general principles pIes of the bill The Legislature promptly concurred with the suggested amendments and the bill has now become law It is chiefly a re- re enactment re of the territorial territorial terri terri- territorial statute However a few changes have been ma made e. e The President of the University is officer ex-officer member of the Board of Regents which is the custom in other similar institutions The office of Chancellor is abolished The title as applied here has been beena a misnomer The J 4 r Chancellor is the person having power to confer degrees and supervise the in instruction instruction instruction in- in given in the courses He is properly the President of the University but as it has a President other than the it was desirable to abolish the latter office The facts are that the Chancellor has not performed the duties which his title would indicate belong to him He has been simply the presiding presiding presiding ing ing- and executive officer of the Board of Regents Now the chairman will be bethe bethe bethe the chief officer of the Board The State Normal School is perpetuated perpetuated perpetuated as asa a department of the U niver- niver sity The law pr provides for one hundred normal scholarships The holders of these are to be appointed by the State Superintendent of Public Instruction on recommendation of county superintendents dents and boards of education The President of the University will fill vacancies by appointment and he also has the power to grant leave of absence to holders These scholarships were established when tuition was charged and were at one time a saving of about fifty dollars per year to the students thus favored At present however that saving amounts to only ten dollars dollars- the initiation fee But the state nor nor- mals are to be the II elect students and consequently may lay claim to especial honor as being being- the most promising candidates candidates candidates can can- for positions in the public schools j J The holders of normal certificates will be exempt from examinations as to scholarship for a period of five years while those having the normal diploma are entitled to life certificates to teach in the common and high schools of the State On the whole the law is satisfactory to the friends of the University If all others relating to the institution and the appropriation appropriations for its are equally satisfactory success and prosperity are assured |
