Nicholal Lenine, premier of the soviet government, govern-ment, addressing the ninth convention of the communist party today, outlined out-lined peace proposals received by tho Russian Bolshevik government, restated re-stated some of the principles for which he said the soviet republic stood, and revealed some concessions to the former for-mer governing classes.
