proclamation lately issued by governor cumming 1 I have received a document from alfred cumming governor of this territory mh which eh in in its reading purports to be a proclamation while in in the body of the document it would seem to be a kind of protest instead of being addressed to the general Ge command commanding in the department of utah it seems seem to be intended for the public at large taking the whole thing together it seems to be designed to exasperate the people of this territory against the troops to obstruct the course of public justice and to excite aaion in n th the army in this his t document governor cumming spi iks of a company of united states infantry being being stationed around the court house in in w which eich I 1 am now holding m a term of the district court and also of several additional dit ional companies of infantry one of artillery and one of cavalry being stationed in sight bight of the court house lie he also says that the presence of these
