Claims and counter-claims have been made as to the actual hazards of flurocarbons released into the atmosphere. Two years ago, the National Academy of Sciences, at the request of several federal agencies, established a 13-member Committee on Impacts on Stratospheric Change to study the effects of fluorocarbon propellants. Industry, government pq DON'T WASTE NATURE agencies, and environmentalists environmental-ists have anxiously awaited the results of the study. And after several long delays, the committee finally announced its findings last month. While scientists on the committee concluded that fluorocarbons almost certainly certain-ly contribute to the breakdown break-down of the ozone layer (a segment of the atmosphere which protects earth from overdoses of ultraviolet rays from the sun), they advised against a complete ban on all aerosol sprays containing flurocarbons for the present. Instead they recommended that further studies be performed to obtain more complete data necessary in establishing guidelines for restriction. The committee emphasized that a study of no more than two years would be sufficient in determining deter-mining the proper regulatory action to be taken. They added that the effect of ' waiting two more years before implementation of a ban would have a "very small" effect and would increase the reduction of the ozone layer by six-tenths of one percent. Chief among the concerns voiced by scientists in the past six years has been the effect a break-up of the ozone layer could have on world climate, the incidence of skin cancer and genetic damage as excess ultraviolet rays penetrate to the earth's surface. The ozone layer is a protective shield within the stratosphere, some 16 to 19 miles above earth. Flurocar-bon Flurocar-bon is the chemical propell-ant propell-ant used in most sprays. Once released, these propellants propell-ants float upward. When acted upon by ultraviolet rays' chlorine atoms are released and through a series of complex chemical processes, the- chlorine breaks down ozone. While a single molecule of chlorine can break down 10 molecules of ozone, the ozone formation process is extremely slow. The total impact the use of aerosol sprays actually has on the ozone layer is even more complicated by the fact that it may take as long as 10 years before fluorocarbons released on earth reach the stratosphere. Dr. John W. Tukey, of I. Princeton University and Bell Laboratories, expressed the greatest concern over the potential effects increased ultraviolet ' ray penetration might have on the warming of the earth's atmosphere and, thus, causing climatol-ogical climatol-ogical modifications. However, How-ever, the chairman of the committee noted that what changes might be like is impossible to predict at the present time. Statistics also reveal that the incidence of milanoma (a form of skin cancer) appears to be increasing increas-ing 10 to 15percent annually. Most of the increase has been associated with the overall change in our lifestyle, life-style, as more and more individuals spend more time in the sun covered by less clothing. . Use of fluorocarbons in aerosol sprays began in the early 193)' s and continued to increase by about 10 percent annually through 1973, when levels of use then began to decline. The committee predicted pre-dicted that if fluorocarbon use was continued for 100 years at the 1973 level, a startling 7 percent reduction of the ozone layer would result. In its findings, the committee commit-tee urged that three measures be given priority attention: Development and passage of legislation to "selectively" regulate fluorocarbon uses so that a ban could be quickly and effectively imposed at a future date. Utah Division of Wildlife Resources' Hunter Education Educa-tion Coordinator, Lee Robertson, is very happy with the continuing trend of hunting safety. "In the last 20 years, Utah has come from the bottom of the heap to the top in terms of hunting accidents," Robertson said. Statistics show that in 1993 Utah had the worst hunter accident rate in the U.S. There were 128 hunting accidents that year with 38 of them occurring during the deer hunt.
