Open Wednesday Saturday 6-10:30 412 Main Street Garn U.S. Senator Jake Garn (R-Utah) has asked the chairman of the Select Committee on Intelligence to delay final work on a report on the verifiability of SALT II "in view of the clear indications in-dications of a major intelligence in-telligence failure" regarding Soviet combat troops in Cuba. In a letter to Senator Birch Bayh, Garn, a member of the committee, said the apparent ap-parent failure has a "direct relationship to U.S. ability to monitor some of the critical, terms of SALT II.. "The verification of SALT II is a critical national issue and our report on this subject sub-ject should not be rushed to completion before we have an opportunity to take a careful look at the implications im-plications of Cuba on the claims that have been advanced ad-vanced by the executive branch concerning U.S. capability to monitor SALT II," he stressed. Noting that floor debate on the proposed treaty is expected expec-ted to be delayed because of Soviet troop controversy, the Senator said "We have the extra time.... and should look into the Cuban affair in detail." The Intelligence Committee was expected to complete its report by late September. Garn referred to a recent article in the Washington Post "which has major implications im-plications for our assessment of our ability to verify the provisions of SALT II." The Utahn told Bayh that the article contains "very serious charges" relating to the possible suppression of intelligence information in order to improve the chances chan-ces of SALT II which, if true, "provide an example of the politics of monitoring." The article, the senator noted, quoted a "senior intelligence in-telligence officer" as stating that "his superiors said repeatedly 'weve got to save SALT, whatever you do keep that in mind." In addition, it indicates that in July the :Army argued that "the official of-ficial report should take note of the purposes of the Soviet Union, including the possibility that its mission is to guard existing or potential nuclear weapons. According to an official present at the coordinating meeting (CIA Director Stansfield) Turner telephoned a high Army officer of-ficer to argue against any such statement, even as a dissenting view." Garn also noted that the article quoted a "CIA spokesman" as saying that "Turner had intervened to keep ''gratuitous speculation' out of the coordinated intelligence in-telligence report." 649-8211 A r - ants But beyond the issue of flaws in the U.S. intelligence network, Garn said the Cuba episode illustrates the dangerous political aspects of the SALT II verification question.
