Ashley Valley Water and Sewer Improvement District is to be created for tor the purpose of securing and acquiring for the residents of said district a supply of ot culinary water through the acquisition construction purchase condemnation or cooperation with Vernal City and or other entities or any combination thereof of a system for the supply distribution and treatment of water with any and all necessary pipelines laterals tanks or facilities appurtenant thereto to be operated by the said district And for the purpose of establishing installing and constructing a sanitary sewer system to serve the area embraced embraced embraced em em- braced within the district as need shall arise by purchase condemnation cooperation with Vernal City and or other entities or any combination thereof Section 4 All of the area included within the above proposed district is located and situated within the boundaries of Uintah County Utah and none of the area proposed to be included in said Ashley Valley Water and Sewer Improvement District is included in or is part of any other improvement district created under the provisions of the above referred to statute wit to-wit Title 17 Chapter 6 Utah Code Annotated as amended Section 5 It is proposed that the said Ashley Valley Water and Sewer Improvement District shall be vested with all of the rights privileges and prerogatives of any water and sewer improvement district organized and shall be subject to all the limitations obligations and restrictions set forth in the above mentioned statute now provided for or as may hereinafter be prescribed by bylaw law Section 6 It is proposed that as soon as possible the District acquire a complete and adequate water works system sufficient to provide potable water for domestic and culinary purposes and additional water for the residents and inhabitants of the land within the said district in accordance with the engineering studies in connection therewith It is further proposed that the district acquire for the inhabitants as the need arises a complete and adequate sewer system together with gathering lines laterals treatment plants or facilities in accordance with accepted engineering standards and studies in connection therewith Sect Section n It is proposed that the district shall raise the cost of construction of the facilities herein provided for by the issuance of the districts district's general obligation bonds as provided for by law to be payable either from revenue or from general taxes from procuring and obtaining ng grants in aid and from individual
