avail myself to any extent but I 1 shall look with interest upon the proceedings of your honorable body and may way be ted to indulge the hope that the constitution which you shall adopt will manifest that wis wisdom domin in its provisions which shall entitle it to the friendly consideration of the national legislature I 1 respectfully respects it FRANK FULLER the following communication was conferred by the vote of the convention communicated in your letter today to day tendering to me the freedom of the chamber during its session for which I 1 beg of you ou to present to the convention my grateful thanks in the formation of a constitution of government ton fon this country 1 I feel a dep deep interest that thab those fundamental principles of liberty which are dear to every american iray by its wise provisions be established for the present and guarded for the future having resided in michigan and wisconsin when the people of those states formed their constitutions I 1 early learned and advocated them the right ot of thel the people to form states and that the only power conferred upon congress by the constitution of the united states stales is to admit states into the thep union on their application when a state stale with the bual number of inhabitants re required qui r ed of new states pre ere her constitution an and d asks for admission I 1 conceive she may deman bemani i it as a right if her constitution is republican 21 As citizens of oe a state within the boundaries of the united states and as american citizens there must be e a period when they have the right for themselves to put ar an end to thir territorial servitude otherwise congress could keep any number of the people in a colonial condition forever having become a citizen of utah with the
