their reach to know what the laws of our territory are for it is very difficult for even the acting officers of the territory to obtain them for love jove or money it seems rather severe to punish people for breaking laws when I 1 they bey have no means of knowing 1 them until sentence is passed upon them not wishing to oud find fault with the powers that be bey beg I 1 would suggest for the consideration of our representatives ves that the statutes of our territory be e revised and printed and for sale at a price and in sufficient clent elent number that ary any citizen can eau purchase I 1 do to be understood that more legislation is not necessary for the growing interest and rapid development of our territory certainly d demand em a nd new dew enactments and in many instances a revision of or some already enacted I 1 do not consider that the representatives of the people are aie to blame that we have not the necessary laws to meet the present wants for they have bavo labored assiduously each session of the legislative assembly to provide tho the necessary laws to meet the exigencies of the times and und too often after their careful and indefatigable deliberations libe rations of forty days they have been made to realize the force of the tho almighty veto paw er vested in the governor govern pr in the nullifying of everything they have done that would have been of any worth to their constituents I 1 1 many agriculturists complain of the stock raisers in their vicinity vicin tty that their crops are invariably more moro or less destroyed destroy edby by stock n and their r fields trampled ver while the land Is wet and they feel reel that they are not sufficiently protected the reason they think this is s because they are not familiar with the law on this subject which provides that the owners of domestic animals are liable fur for all damage done by them with wither or without an enclosure and when the people of any county or part of a county shall consider that that region is more suitable for grazing t and stock than for agricultural and so decide by a two thirds vote of the taxpayers then stock will only be liable for damages when breaking over a lawful fence fenee in that specified region if the law is enforced by the raisers will soon find that it is not profitable to raise stock in all agricultural district unless they fence their
