A few maybe, but I have a hunch they would have been viewed with grave misgivings if they in fact would have been viewed or listened to at all. Could we have foretold today's urban concern with labor relations, growth control, environmental impact reports, mass transit, new federalism, etc.? I doubt it very much. Not that we werent concerned about such things in 1966, but l'in sure we had no sense of what was laying ahead of us at that time. But even with all possible reservations, let me make a few predictions into the next ten years about urban government. These arc based, to some extent, on present trends. In most cases they do not represent ideals or hopes, but rather a neutral, if not disinterested, look at some possibilities. Almost without exception every urban area of any significant size today is in some form of regional affiliation.
