The purpose of using the term was to protect tbe publlo as well as other publlo utilities from being discriminated against, by having to pay a higher rate for electrical energy than those who are Paying for the seme energy under contracts. If, therefore, the consideration passtng from the contract holder to the power company was approximately juf prevent the contract' rate from and discriminatory, being preferential then such consideration waa an adequate . oonelderatlon within tho contemplation of tho act, otherwise not. "If, after a consideration of tho tore- elements, a rate, if continued, would afarantlol and discriminatory, then.
