The Kelly Law means a direct benefit to all of the people of the state of Utah as against a benefit and large profit to a few banks in the State. 6. Under the operation of the present law all- of the funds of a county are generally deposited in one bank, the one whose officers sign the County Treasurers official bond, and the other bankers of the county are called upon at tax time to loan to their customers the necessary tax money.
