The most beautiful of them was a magnificent tower and war arch at the intersection of Woodwa-- d and Jefferson avenues. It was a veritable work of art Slowly and majestically the procession started from Woodward and Adums avenues with Commander in Chief Veasey and his staff in the lead, untd the viewing stand was reached. The stand from w hich the commander in chief and his staff reviewed the parade was situated on the "Campus martins" on the east side of Woodward avenue. The enthus- iasm which greeted the second or Wisconsin division, 7G0 strong, was unbounded. In the front and borne high in the air on the top of a flagstaff was peached "Old Abe" the stuffed eagle which became a part of Wisconsin's history a quarter of a century ago. In line with the Wiscpnsin boys were General Lucius Fairchild, Col. The Ohio delegation was a vast army of itself, no less than 13,000 veterans being in line. New York, 0 strong, came next, and was the recipient of enthusiastic greetings. Then came scores of battle flags, seamed and shot. The Connecticut division followed and after it came Massachusetts 25,000 strong. New Jersey was represented by forty veterans and 100 was the number from Maine. California showed up twenty-liv- e strong notwithstanding the distance they had to come. The redre6entatives of the Wolverine state were 300 strong and marched to the tune of Yanke Doodle. There is a serious dispute which threatens the serenity of the silver encampment ot the G. A. R. It is the "color question. " Col. Hedges, commander of the department of Louisiana and Mississippi, said today. "Unless things are straightened out during this encampment there won't be a white member of the G. A. R. south of the Ohio on Potomac a year hence. They (the negroes) are outnumbering us in the posts, thus putting us directly under them. That we will not stand. Now we want to rule ourselvee and have the colored people go by themselves. All we ask for is a provisional department embracing Florida, Louisiana, Mississippi and Texas." There nre two side to the color question, and Colonel James Lewis (colored) administrator of police and administrator of public works of New Orleans, is champion of the colared side. When asked what the trouble In Louisiana was he said: "We have nine posts with a membership of over a thousand, yet we are not recognized by the commander of our deportment.
