state of utah two thirds of all the members elected to each baci of tile the two houses concurring therein section 1 that it is proposed to alciel amend id see section tion 7 of article hlll of the constitution of tile state of utah so that the same will read as follows 7 the rate of taxation on oil property for state purposes shall never exceed eight millson each dollar of valuation to be apportioned as follows not to exceed four ani and one half mills on oil each dollar of valuation for g general V state purposes not to exceed three mills milla on oil each dollar of valuation for district school not to ex cx aeed one half mill on oil each dollar of valuation for high school purposes that tha fc part of the state tax appo apportioned rationed to high school purposes shall constitute a fund to be called the high school fund and shall be apportioned to tile cities and school districts maintaining main high schools in ill the manner the legislature may provide and whenever the taxable property within the state shall amount to four hundred million dollars the rate shall not exceed live mills on each cadi dollar of f valuation unless a proposition to increase such rate specifying the rate proposed and tile time thile during which tile same shall be levied hevleo be first submitted to a vote of such of the lied fled electors of the state as in the year next
